| At present,the international environment has changed drastically,the impact of the epidemic continues,the trend of anti-globalization is rising,and the risks of the global value chain are intensified,the establishment and improvement of domestic value chains and the search for a more effective new mechanism for regional coordinated development have become the key for China to build a new development pattern and achieving highquality development under the new normal of China’s economy.The “14th Five-Year Plan”clearly proposes to strengthen the leading role of domestic circulation and realize the mutual promotion of domestic and international dual circulation.At the same time,the plan proposes to accelerate the development of a modern industrial system.As one of the important areas of the real economy,high-tech manufacturing is an important starting point to promote the upgrading of China’s modern industrial system.In a new stage of development,it is of great theoretical and practical significance to study how China’s high-tech manufacturing industry can build the main body of domestic circulation,and then realize the coordination of "inside" and "outside" at the same time to help the construction of China’s new development pattern.Based on the pattern of regional industrial division of labor within a country,this paper takes China’s high-tech manufacturing industry as the core research object,starts from the perspective of domestic value chain division of labor,and analyzes the participation degree of China’s high-tech manufacturing domestic value chain and its productivity effect.In this study,the updated forecasting methods such as GRAS method and mathematical programming model were used to supplement the data of vacant years,and a non-competitive input-output table between provinces in China from 2012 to 2017 was compiled.On this basis,the added value of the inter-provincial non-competitive input-output table is decomposed to define the scope of the domestic interregional value chain,and then the indicators are defined to measure the forward and backward participation of the domestic value chain of high-tech manufacturing in various regions of China,and the analysis is carried out from the comparison of horizontal regional differences and vertical evolution trends.Then,based on the Leontief model,the coefficients of regional industrial influence and sensitivity are calculated to further analyze the forward and backward correlation effects of high-tech manufacturing and subdivided industrial sectors in various regions of China.Finally,starting from production efficiency,the total factor productivity and Malmquist index of high-tech manufacturing in 30 provinces,autonomous regions and municipalities over the years are measured,and the influence of domestic value chain participation level of high-tech manufacturing in 30 provinces in China on productivity is further explored with the help of spatial econometric model.The main conclusions of this paper include:(1)Horizontal comparison of regional differences shows that the forward participation of the domestic value chain division of labor in the eastern provinces is mostly higher than the backward participation,and most provinces in the central and western regions are still high backward participation,reflecting that the eastern region is in the upstream research and development,overcoming technical difficulties and other high value-added links in the whole industrial chain of domestic high-tech manufacturing,while the inland areas of the central and western regions are biased towards the downstream stage of the industrial chain.(2)Longitudinal exploration of the evolution trend shows that the overall level of forward and backward participation in the domestic value chain has undergone a process of first rising and then decreasing,and the forward and backward participation has increased significantly from 2012 to 2014,and the forward and backward participation has shown a certain downward trend from 2014 to 2017.(3)From the perspective of industry,the metal products,machinery and equipment repair services in China’s high-tech manufacturing are mainly involved in the domestic value chain division of labor,and communications,computer equipment and other industries are more involved in the international division of labor.(4)From the perspective of regional industrial association:the regional influence of most regions in China is higher than the national average,and the influence of many regions has increased after excluding the impact of their own regional supply,among which Shandong,Hubei,Jiangsu and other provinces have decreased significantly,indicating that they have good production conditions;The sensitivity of most regions in China has been below the national average,and the sensitivity of more regions has decreased significantly after excluding their own regional demand,among which Jiangsu,Shanghai and other provinces have shown strong demand sensing ability;In the production of special equipment,most regions in China will have a greater demand for Shandong,Jiangsu and other places,and the sensitivity of Guangdong and Jiangsu in the production of communication equipment has opened a significant gap with other regions.(5)From the perspective of production efficiency in various regions: There are many decision-making units with low production efficiency in China,high-tech manufacturing has not yet shown a good trend of sustained growth,the production level in most regions is in a declining stage,and technological progress has basically achieved positive growth,but different regions have their own weaknesses in pure technical efficiency or scale efficiency.(6)From the perspective of the impact of domestic value chain participation on production efficiency: domestic value chain participation has a negative impact on the change rate of TFP of high-tech manufacturing in the region,which may be caused by the higher backward participation of more regions than the forward participation,and the increase in the participation of neighboring regions has a promoting effect on the production efficiency of the region;The higher the level of forward participation,the more it can promote the production efficiency of the region,but the backward participation has a certain inhibitory effect on the production efficiency of the region.The improvement of the level of forward and backward participation in neighboring regions is conducive to promoting the simultaneous improvement of production efficiency in the region.The main contributions of this paper are:(1)to compile a multi-year inter-provincial non-competitive input-output table covering 31 provinces and 41 product sectors,which extends and expands the traditional input-output table and provides important analytical tools and data support for the discussion of current hot regional issues;(2)Based on the inter-provincial non-competitive input-output model,the value-added decomposition is carried out to define the scope of domestic value chain division of labor,and the value chain participation index is further defined to measure the forward and backward participation of high-tech manufacturing in various regions in China;(3)In the research on the effect of domestic value chain embedding,industrial production efficiency is taken as the starting point,and the substantive impact of the participation level of domestic value chain on the production efficiency of high-tech manufacturing industry is investigated,which provides a new idea for the current stage of research. |
