With the extensive use of the high technology in the manufacturing company, the productivity of the enterprise has been on a very high level. Different factory almost have the same technique and means during the manufacture, which can't effectively help the factory to reinforce the competitiveness on products and factory. In order to dig the latent capacity on reducing the cost and satisfy the customer more effective, more and more enterprises focus on purchasing management, the important link during the products life cycle. Purchasing has been not the regularly established and individual work for the purchasing department, but one kind of general management work close with the corporate strategy. Purchasing has become one important value-added process for the manufacturing company, become one important link on the company's value chain, which is great important for the company to improve it's core competence.The purchasing in HC Company, as one new big company is very chaotic, the standard and management is lacking. Every sector related to purchasing works independently, no one is responsible for assessing on the reasonable of the plan, plenty of unmanned temporary and unplanned purchase, no supplier management system, etc. Black-Box behavior and procurement cost increasingly because of the confusion in purchasing. As to cement production enterprises, the varieties of procurement are complex and the quantity is large, the sums of amount. The cost of purchasing related to 89.5% of the total cost in the cement products, therefore, the cost in HongChang cement is always on a high level because of the purchasing disorder. With the competitive market. HongChang has been at a loss from the opening. The survival and development of enterprise face a big test.The material classification system is ascertained after the analysis of problems and causes of the procurement management in HC based on the theory and status in HC. Then identify different types of material procurement. The supplier management theory determines how HC's supplier should be divided as commercial mode, focus mode, priority-based mode and partnership-based mode. Suitable supplier is decided after combining with material classification system and different type of material procurement. All stages of authorization system and process management system is established after the determination of the supplier and purchasing modes. Build up a scientific and rational procure management system by formulating the plan of procurement, management of supplier relationship, performance evaluation of supplier, management of procurement cost, performance evaluation of procurement and the management of procure information systems, etc. which is for the sake of confronting a competitive market, increasing it's competitiveness on the market and the adaptation to new developments.
