Space Telemetry,Tracking and Command(TT&C)carried out by space ground stations is an important part of spacecraft entering space,which is responsible for flight trajectory measurement,flight status monitoring,telemetry data receiving,flight process safety control and other tasks.Ground station TT&C involves personnel,equipment,support,management and other issues,and the work tasks are heavy and stressful,especially manned spaceflight,deep space exploration and other missions,which have great international influence.Therefore,we must ensure that everything is safe and absolutely successful.In this thesis,some mature theories and methods of risk management are applied to study the risk management in the process of mission execution,aiming at the characteristics of TT&C mission of space ground station and the problems such as difficulty in quantification,relying on experience and extensive in risk management.The main contributions of this thesis are as follows:(1)The hierarchical holographic modeling(HHM)method was used to identify the risks existing in the TT&C mission,and a HHM risk level model was constructed for the TT&C mission of space ground station.(2)Risk filtering,rating and management(RFRM)method is used to manage the risk of TT&C mission carried out by ground station,the risk factors that have the most serious impact on TT&C mission are determined,and the risk control measures to control these factors are proposed.(3)It was applied in a specific mission of a space ground station to guide the station to improve the specific risk management measures and enhance the risk control ability.In this thesis,the risk management technology is introduced into the field of TT&C,which broadens the application field of risk management and improves the level of risk management of space ground stations.It can also be used for reference in other systems of space launch,such as TT&C and communication.
