The construction of highways and railways in China is at a high level in terms of total mileage and coverage,and is currently in the process of continuous encryption,but due to the limitation of factors such as road network planning cannot match the needs of economic development and the scarcity of construction land resources,roads and railways at all levels have to frequently occur in parallel and cross-line intersections in order to solve the contradiction between land resources.The construction of highways that intersect near the normal operation of railway lines,and careful safety precautions are an important part of construction management.The parallel construction section of the public railway not only has the remarkable characteristics of the highway,but also has the complexity that is different from the single project,among which the contradiction between the road construction safety and the railway operation safety is a conflict problem that must be resolved in the construction process.On the one hand,the disturbance of the railway subgrade by the construction of the parallel section is likely to cause a collapse accident due to the instability of the subgrade;On the other hand,road construction will lead to a severe test of the operational safety of railways and breed more unknown safety risk points.How to ensure the solidity of the surrounding soil layer during construction,the subgrade is not invaded and deformed,and how to ensure the safe operation of existing railway lines while promoting the smooth construction of public railways has become an urgent problem to be solved in the field of safe construction management of parallel construction of public railways in China.Aiming at the safety risks arising from the parallel construction of highway and railway,this paper aims to improve the safety level of the parallel construction project of highway and railway,studies the safety risks existing in NG highway and railway parallel sections,and evaluates the safety risks based on the analytic hierarchy process.Firstly,based on the current situation of the rapid development of infrastructure and the frequent occurrence of safety accidents in parallel construction of highways and railways,the research background and significance are clarified.And according to the research background,the research status of domestic and foreign construction engineering safety management,engineering risk theory and safety risk assessment is further analyzed.Secondly,the safety risk factors of the construction project of the parallel section of the NG highway and railway are identified,and the risk factors are evaluated,and they are sorted from large to small according to their influence degree.Finally,from the four aspects of safety risk avoidance strategy,safety risk transfer strategy,safety risk mitigation strategy,and safety risk acceptance strategy,the safety risk response strategy of NG highway-rail parallel section construction project is proposed.By exploring the safety risks of NG highway and railway parallel construction projects and putting forward corresponding risk response strategies,it can provide certain theoretical guidance for the safety management and decision-making of construction projects,improve the safety management system of highway and railway parallel construction projects,and further facilitate decision-making science.It has certain theoretical and practical significance to create conditions for the realization of the standardization of safety technology and management of parallel construction of highways and railways.
