Nowadays,the world is accelerating the aging,and the aging situation in China is becoming more and more serious.The healthy and rapid development of pension has become an important issue related to the national economy and the people’s livelihood.In the elderly care service facility system,elderly care institutions play a supporting role in the elderly care of the three non elderly,helping the elderly and caring the elderly.Today,the concept of family-based elderly care is gradually approaching socialization,the importance of elderly care institutions is further strengthened.In the case of "getting old before getting rich",the rational allocation of limited social pension resources is particularly important.Firstly,it evaluates the current allocation of pension institutions and puts forward problems.Through the evaluation of the accessibility of pension institutions and the proximity to other facilities,it is found that there are three main problems in pension institutions: first,the total number of pension institutions and pension beds is insufficient;Second,the spatial dislocation between the distribution of pension beds and the distribution of the elderly leads to the uneven accessibility of pension institutions,and the accessibility in some regions is low or unreachable;Third,the proximity between pension institutions and public service facilities is poor.The reason for the above problems is that the layout and quantity of elderly care institutions are unreasonable.Then,in view of this problem,taking Nankai District of Tianjin as an example,comprehensively considering the needs of the elderly,national policies and local norms,collect and sort out relevant data on the optimization of elderly care facilities through field research and literature search,and determine various factors affecting the layout;For the location factors,natural factors and human factors,the index weight is determined by analytic hierarchy process,and then the reasonable area of the layout of elderly care institutions is obtained by GIS through spatial operations such as buffer analysis and superposition analysis,so as to obtain the location of candidate points.Finally,the index model is established based on the two levels of maximum fairness and minimizing residents’ travel cost.The performance of standard genetic algorithm is improved by using dynamic mutation rate,and the improved genetic algorithm is used to solve the configuration optimization problem of elderly care institutions.The final optimization plan is to add 19 elderly care institutions in Nankai District,and obtain their location and scale.By comparing the optimization results with the current situation,the rationality of the optimization scheme is explained. |
