Municipal infrastructure project is a big part of driving the urban economy,improving the people’s livelihood level,and promoting the high-quality development of our country.Due to the long construction period,large scale,and large amount of investment of municipal infrastructure projects,many uncertain factors exist in the municipal infrastructure projects,resulting in frequent engineering changes,thus affecting the construction progress,quality and construction cost.The existing studies mainly focus on suggestions for specific scenarios of engineering change,and they pay less attention to municipal infrastructure projects.There are problems such as incomplete analysis of change factors,unclear pre-induced causes,unclear relationship between change influencing factors,and lack of pertinence of management measures.Therefore,this dissertation identifies the influencing factors of engineering change and their relationships,and puts forward relevant suggestions.The main contents and conclusions are as follows:This dissertation constructs the index system of engineering change influencing factors of municipal infrastructure projects.Thirty-five factors are identified based on previous literature and expert interview system,and the above factors are divided into nine categories.The 19 important factors affecting engineering change of municipal infrastructure projects are screened out.The important factor index system developed in this dissertation is more targeted and comprehensive than the existing engineering change index system.Using the decision-making trial and evaluation laboratory(DEMATEL)method,causual relationships between importance factors of municipal infrastructure projects engineering change are analyzed,multiple iteration for reason factors and result factors are conducted to clarify the causal relationship between influence factors of municipal infrastructure projects engineering change.The most important reason factor is force majeure.The result factors include material price differences and late or short supply.This dissertation reveals the effect of various influencing factors on the engineering change of municipal infrastructure projects and the interaction between the identified factors.This dissertation puts forward some strategies for managing engineering change of municipal infrastructure projects.For example,strengthening standardized management of design standards;establishing the performance evaluation mechanism of design companies;adopting risk transfer,avoidance,control and retention to control unforeseeable risks.The findings of this dissertation are beneficial to engineering change management of municipal infrastructure projects,so as to reduce the induced probability of engineering change from the source and achieve the purpose of cost saving.
