In the context of controlling greenhouse gas emissions becoming a global consensus,the current situation of China’s urban stock development makes the renewal and renovation of old neighborhoods in the low-carbon direction an important way to realize urban energy conservation and emission reduction and promote urban renewal.The renovation of old neighborhoods in Xi’an has entered into a top-down centralized comprehensive renovation mode since 2019,and the renovation involves many aspects such as environmental remediation,infrastructure improvement and energy-saving renovation,among which low-carbon energy-saving renovation is only one of the task requirements,and no quantitative carbon reduction target is set.The low-carbon measures that have an impact on the carbon emission in the operation stage of the old district are extracted by combing the list of renewal and renovation measures in the old district of Xi’an,constructing the accounting formula for the corresponding carbon reduction amount of each low-carbon measure,and calculating the actual carbon reduction amount of each renewal and renovation low-carbon measure using Yahe City Garden as an example.At the same time,the actual application rate of each low-carbon indicator in the central urban area of Xi’an was calculated based on the field research,and finally the low-carbon indicators were divided into different levels based on the actual carbon reduction of each low-carbon measure and the actual application rate of each low-carbon indicator for renewal and renovation.This paper firstly analyzes the theories and practices related to the renovation of old neighborhoods,including the concepts involved,the history of renovation of old neighborhoods at home and abroad,the evaluation indexes of low-carbon settlements and the cases of low-carbon renovation practices in old neighborhoods to provide theoretical supportfor the subsequent study.After that,39 samples of renewed old neighborhoods and non-renewed old neighborhoods were selected based on a combination of type sampling and systematic sampling,and the existing problems of the renewal of old neighborhoods in the central city of Xi’an were summarized by comparing the current situation of the two types of old neighborhoods;secondly,the low-carbon measures for the renewal of old neighborhoods were extracted by analyzing the impact of the renewal measures on the carbon emissions of old neighborhoods in the operation phase of old neighborhoods in Xi’an,and Finally,we propose a method for constructing low-carbon indicators for the renewal of old neighborhoods,and classify the low-carbon indicators for the renewal of old neighborhoods based on the carbon reduction of the low-carbon measures and the actual application rate of each low-carbon indicator in the central urban area of Xi’an,and select the low-carbon indicators with good carbon reduction benefits and high implementation.At the same time,the carbon reduction amounts of different low-carbon indicators were measured according to the urban scale carbon reduction model.It also provides quantitative carbon reduction support for the selection of low-carbon retrofitting measures in old neighborhoods.Through the above research,the following research conclusions are obtained: firstly,a low carbon indicator system for the renewal of old neighborhoods in Xi’an is constructed;secondly,the low carbon indicators for the renewal of old neighborhoods are divided into preferential classes;thirdly,an accounting framework for carbon reduction corresponding to the renewal measures of old neighborhoods is constructed;fourthly,the application rates of low carbon indicators for renewed old neighborhoods and non-renewed old neighborhoods in the central city of Xi’an are investigated and calculated;fifthly,the carbon reduction effects under different low carbon indicator application scenarios are estimated based on the carbon reduction intensity per unit area corresponding to each low carbon indicator for the renewal of old neighborhoods in the central city of Xi’an and the application rates of each low carbon indicator.
