Study On The Evaluation Of The Balance Of The Layout Of Rural Elderly Care Institutions In Shaodong City

Population aging is the objective trend of the development of human society.The national plan for the development of the cause of aging and the elderly care service system in the 14 th five year plan clearly points out that there is a problem that the level of rural elderly care service is not high in China,and proposes to build and improve a comprehensive,inclusive and diversified elderly care service system.As an important part of the rural elderly care service system,the balanced layout of rural elderly care institutions is conducive to improve the level of rural elderly care services and promote the equalization of basic elderly care services.Therefore,we need a scientific,reasonable and realistic evaluation system for the balanced layout of rural elderly care institutions,so as to reflect the current situation and problems of the balanced layout of rural elderly care institutions,facilitate the government’s overall planning and improve the service level of rural elderly care.This paper mainly studies three aspects: one is to build a set of balanced index system for the layout of rural elderly care institutions;the other is to use this set of index system to analyze the current situation of rural elderly care institutions in Shaodong,find out the problems and analyze their causes.Third,according to the causes of the problem,explore the path to improve the balance of the layout of elderly care institutions in Shaodong City,and put forward countermeasures and suggestions.Referring to the existing research results and the standard of grading and evaluation of elderly care institutions issued by the Ministry of civil affairs in 2019,this paper constructs an evaluation index system of the layout balance of rural elderly care institutions with 15 indicators in three dimensions,and weights the Delphi method through the entropy weight method to evaluate the layout balance of rural elderly care institutions in Shaodong city.The study found that there are four problems:(1)there is an imbalance between the fairness and efficiency of rural elderly care institutions.(2)The distribution of rural elderly care institutions does not match the distribution of the elderly population.(3)The location conditions of rural elderly care institutions are poor.(4)The supply quality of rural elderly care institutions is not high.Moreover,it analyzes the causes of these problems: the government and the market do not form a joint force;Unreasonable government planning;There is blindness in the construction and operation of elderly care institutions;Insufficient motivation to improve the quality of elderly care services.Then,this paper explores the path to improve the balance of the layout of rural elderly care institutions in Shaodong: seeking "fairness,efficiency,coordination and unity" with "collaborative participation";Seek "overall planning and complete pattern" with "multi-level pattern";Seeking "reasonable spatial distribution and location" by "adjusting measures to local conditions";Seek "rich and diverse service supply" with "multi-party efforts".And put forward four countermeasures and suggestions: first,promote the diversification of supply sources of rural elderly care institutions;second,plan the multi-level pattern of rural elderly care institutions in Shaodong;The third is to make use of regional advantages according to local conditions;The last is to improve the supply capacity of rural elderly care institutions.
