| The report of the 19 th National Congress of the CPC pointed out that we should promote the construction of ecological civilization and accelerate the structural reform of ecological civilization.While developing in economy,enterprises should protect the natural environment,adhere to the combination of development and environmental protection,and take the road of sustainable development.As a traditional heavy pollution industry,the electric power industry’s environmental behavior and environmental disclosure has always been a hot issue concerned by the regulatory and the masses.As matters stand,China’s power industry is in a critical period of transformation,enterprise stakeholders have higher requirements for environmental disclosure of Electric Power Company.HUANENG Power Intl Inc.is the initial thermal power industry company listed in the US stock market,Hong Kong stock market and A-share market in China.The environmental disclosed by HUANENG Power Intl Inc.is subject to the supervision of the regulatory authorities in the three listed regions.The environmental disclosure of HUANENG Power Intl Inc.is fully representative of the industry.Therefore,this paper takes HUANENG Power Intl Inc.as a case study.construct the environmental information system in line with the case enterprises Through the establishment of environmental disclosure quality evaluation index system,assess and analysis its environmental information.The results of the case study can not only help the enterprise stakeholders to deepen their understanding of the quality of environmental disclosure,but also provide reference for other enterprises to improve their own environmental disclosure,so that other enterprises in the same industry can find the problems in their own environmental disclosure,so as to improve the quality of environmental disclosure in the same industry.Through the analysis of relevant literature,and referring to the specific application of the relevant evaluation system of domestic research,this paper constructs a system to assess the quality of environmental disclosure in line with the case study.The system involves evaluation layer,criterion layer and index layer.The criterion level includes three factors:Environmental quantitative information description,environmental qualitative information description and other factors,and the index level includes 14 environmental information disclosure quality assess indicators,including environmental protection investment,environmental protection concepts and policies.Through the data collection of the criteria layer and the index layer,the final result of the evaluation layer is formed.On this basis,taking Of HUANENG Power Intl Inc.as the research case of this paper,the AHP fuzzy comprehensive evaluation method is used to assess and analyze the quality of environmental disclosure of it,and the assess results are compared with the enterprises in the same industry.The results show that from 2017 to 2019,the comprehensive scores of HUANENG Power Intl Inc.’s environmental status disclosure quality are 3.7753,4.0293 and 4.2429 respectively.The results show that the ultimately score of HUANENG Power Intl Inc.’s environmental message disclosure quality ranks first among the reference sample enterprises in the same industry,indicating that its environmental disclosure level is high,which can be an example of enterprises in the same industry,to optimize their quality of their environmental disclosure.From the vertical and horizontal comparison of HUANENG Power Intl Inc.,this paper further explores the key factors that affect the score of its environmental disclosure quality,and explores its shortcomings and advantages in environmental disclosure and finds that the advantages of its Environmental Information Disclosure lie in sound environmental management system and perfect environmental performance disclosure.HUANENG Power Intl Inc.Environmental management system design is complete and comprehensive,environmental disclosure is clear,the quantity of environmental performance disclosure projects is sufficient,the content is comprehensive,and the readability is high,which fully ensures that the quality of environmental status disclosure is at a high level.However,HUANENG Power Intl Inc.also has deficiencies in environmental protection investment and environmental risk disclosure,which are mainly manifested in the lack of specific environmental investment and risk.From the enterprise level and the government level,this paper proposes that enterprise should further optimize the organizational structure of environmental assess,improve the mode and content of environmental disclosure,actively prepare environmental quantitative information statements,and improve the environmental management system;the government should improve the policies and requirements of environmental disclosure,and establish the bonus-penalty mechanism of environmental disclosure. |
