With the deepening of economic globalization and global warming,countries around the world are not only facing the issue of low-carbon transformation,but also facing the challenge of sustained growth in energy demand.As a new form of circular spatial agglomeration,industrial symbiotic agglomeration is conducive to promoting the development of circular economy and is significant for improving energy efficiency.Based on the panel data of Chinese cities from 2008 to 2020 and the theory of industrial symbiosis and agglomeration,this paper studies the impact of industrial symbiosis and agglomeration on energy efficiency,measures total factor energy efficiency and analyzes its current characteristics,analyzes the impact mechanism of industrial symbiosis and agglomeration on energy efficiency,empirically analyzes the impact of industrial symbiosis and agglomeration on energy efficiency by constructing an econometric model,and finally puts forward relevant policy recommendations based on empirical conclusions.The analysis of the characteristics of energy efficiency shows that overall,energy efficiency presents a fluctuating growth trend.From a regional perspective,the energy efficiency of the eastern region is higher than that of the central and western regions.From the perspective of resource endowment,the energy efficiency of non-resource-based cities is higher than that of resource-based-cities.After decomposing the total factor energy efficiency,the energy efficiency change index(ML)reached its highest value during the period 2018-2019,mainly due to the improvement of the Efficiency Change Index(EFFCH);It was the lowest in the 2016-2017 period and was mainly affected by the simultaneous reduction of the Efficiency Change Index(EFFCH)and the Technology Change Index(TECH).The mechanism analysis of the impact of industrial symbiotic agglomeration on energy efficiency shows that industrial symbiotic agglomeration promotes the growth of energy efficiency through circular integration and green technology innovation.(1)Industrial symbiotic agglomeration has the characteristics of circular integration,which can promote the exchange of material and energy within and between industries,and promote energy efficiency growth through the energy utilization of solid waste and energy cascade utilization.(2)Industrial symbiotic agglomeration has a green externality,which makes the spillover of green knowledge and technology more widespread through the mechanism of interaction,learning,and sharing.Green technology innovation can improve energy processing and conversion efficiency,improve productivity,improve transmission efficiency,and promote energy efficiency.The empirical analysis of industrial symbiotic agglomeration on energy efficiency shows that industrial symbiotic agglomeration can significantly promote energy efficiency,and mainly improves energy efficiency through its circular integration and green technology innovation.In non-resource-oriented cities,industrial symbiotic agglomeration has a good effect on improving energy efficiency;In resource-based cities,the effect of industrial symbiotic agglomeration on energy efficiency is not significant.At the same time,in the eastern and central regions,industrial symbiotic agglomeration has a good effect on improving energy efficiency;In the western region,the effect of industrial symbiotic agglomeration on energy efficiency is not significant.Based on the conclusions of the above research,the following policy recommendations are proposed: Improve the level of industrial symbiotic agglomeration,and give full play to the role of industrial symbiotic agglomeration in promoting energy efficiency growth;Strengthen the recycling transformation of industrial symbiotic agglomeration areas to improve the comprehensive utilization rate of resources;Establish a green technology innovation system to improve the level of green innovation;Create an industrial symbiotic agglomeration with regional and industrial characteristics to promote regional energy efficiency improvement. |
