| With the slowdown of national economic growth,highway companies are facing increasingly fierce competition.It is difficult to survive only by collecting vehicle tolls.Therefore,highway companies are seeking to transform from a single source of income to a diversified mode of operation.The success of the transformation under the new situation is inseparable from the performance of the operation and management of the expressway company.Compared with the rapid development of the external reform,the operation efficiency of the expressway is relatively low,the economic benefit is low,the management mode is solidified,the personnel is jumbled,and the function conflicts.From the perspective of institutional setting,the management of some business departments cannot match the business development of the new generation.For example,from the perspective of employee management,the transformation and development path of front-line employees is limited,which restricts the overall transformation of the company.From the perspective of innovation ability,the current management mode is solidified,the concept of transformation is difficult to go deep,and the innovation consciousness is not strong.In this context,through optimizing function allocation,developing innovative industries,exploring transformation paths and other ways,to improve the company’s performance as a breakthrough,to seek sustainable development.To improve the company’s operating performance,a supporting performance evaluation mechanism is needed.Focusing on the new situation of industry development,reconstructing the performance evaluation system different from that of traditional expressway operation enterprises can not only monitor the weak links in the operation management of expressway companies,but also supplement and perfect the performance management theory and decision-making theory system of operational expressway companies.Based on the above background,the management of highway companies put forward higher requirements.Based on previous studies,this paper updated and adjusted the indicators,weights and evaluation methods of performance evaluation according to the needs of YJ highway company’s transformation and development.Based on the basic theories of performance and performance evaluation,case analysis and investigation method were adopted to study the performance evaluation system of YJ highway Company.On the basis of fully investigating the current situation of through research and comparison,we put forward the shortcomings in its evaluation system;And use the Balanced Scorecard to answer,combined with the overall theory of performance evaluation,dynamic theory and stakeholder theory,the feasibility of using BSC in YJ expressway company is clarified.According to the overall strategic target of YJ expressway company map the strategy,on this basis,combining with the basic principle of the balanced scorecard to build the contains financial perspective and so on four big dimension of first-level indicators,toll revenue growth and operating margin 16 indexes as secondary indicators can largely represent their performance.We choose scientific methods such as analytic hierarchy process to reasonably evaluate the objectives,and relevant performance improvement suggestions are given according to the evaluation results.Through the comprehensive performance evaluation of YJ Expressway Company,YJ Expressway Company is rated as "medium" from the perspective of finance,learning and innovation,and "good" from the perspective of customer and internal operation.From the comprehensive evaluation of four aspects,it is concluded that the overall performance of YJ Expressway Company is in "medium".in the face of the rise of emerging industries,we should keep up with them and strive for development and transformation. |
