In 2020,"carbon neutralization" and "carbon peak" appeared in the government work report for the first time,and green and low-carbon energy has become the direction of future development.In recent years,coal prices have continued to rise and the profitability of thermal power enterprises has decreased significantly.Jinzhushan Power Generation Company is planning to transform and upgrade i ts strategy from a traditional thermal power company to a green and low-carbon comprehensive energy service company.In the critical period of strategic transformation,the importance of human capital as a means of production is becoming more and more prominent.Among the numerous human resources in power enterprises,middle managers play an important role : the managers of enterprises 、the important executors of enterprises,and the bridge between high-level and grass-roots.The management of middle-level management team is a necessary prerequisite for thermal power enterprises to successfully realize strategic transformation and achieve stable development.Based on the theory of performance management,performance appraisal,balanced scorecard and PDCA cycle,by analyzing the current situation of performance appraisal of middle-level managers in Jinzhushan Power Generation Company,combined with the questionnaire survey,this paper concludes that there are some problems in the performance appraisal of middle-level managers,such as disconnection from strategic development,unclear incentive function and lack of dynamics.After analyzing the causes of the existing problems,by drawing a strategic map with the help of the management tool of the balanced scorecar d,this paper makes a strategy oriented improvement research on the performance appraisal of the middle-level managers of Jinzhushan Power Generation Company from four dimensions,and puts forward the improvement measures of decomposing the strategy,formulating the performance indicators,making rational use of the performance appraisal results,and establishing and perfecting the communication and feedback mechanism.Finally,the implementation process of the improvement scheme is formulated,including obtaining high-level support,reaching a consensus on publicity and implementation,standardizing the implementation of performance appraisal,summarizing and revising the performance scheme,giving guarantee measures from four aspects: cultural guarantee,s ystem guarantee,supervision guarantee and information guarantee,and exploring the prediction of the implementation effect of the improvement scheme.Through the research on the improvement of the performance appraisal of middle-level managers in Jinzhushan Power Generation Company,the strategy oriented performance management concept is applied to practical work,which enriches the application of Balanced Scorecard in power enterprises.The problems existing in the performance appraisal of middle managers in Jinzhushan Power Generation Company are universal in power enterprises.Studying and solving these problems not only provides a good idea for the improvement of performance management in other power enterprises,but also provides an effective reference for relevant state-owned enterprises to carry out three system reforms.
