After the Chinese government put forward the goal of "carbon neutrality" and "carbon peak" in 2020,power supply enterprises,as the main subjects to achieve the double carbon goal,put forward further requirements for the quality of their managers,and at present,State Grid X Power Supply Company undertakes the power grid construction and operation and power supply services in 11 districts and 2 counties of important cities in western China,which is the main position for X City to achieve "carbon neutrality".In order to cope with the impact of the changing external environment and industry environment.This paper focuses on the leadership quality model of managers of State Grid Power Supply Company and applies this model to other modules of human resource management.Firstly,this paper summarizes the concept of leadership and leadership quality model and other related literature through literature review.Secondly,based on the leadership quality model measurement scale studied by predecessors,a questionnaire suitable for State Grid X Power Supply Company is constructed,and the current leadership situation analysis is carried out by means of questionnaire survey,and then the problems of the company’s leadership are derived,and the reasons are discussed.Then,through the benchmarking enterprise research method,corporate strategic culture interpretation and manager behavior interview,the leadership quality model is constructed and developed,and then the model is applied to human resource planning to optimize all aspects of the company’s human resource management.Through the analysis of the current situation,this paper concludes that the State Grid X Power Supply Company currently has the following problems:there are no leadership assessment and evaluation rules suitable for the enterprise,the company’s attention to leadership is not high,the solution to sudden problems is insufficient,the ability to take charge of the overall situation is insufficient,the leadership effect is poor,and the leadership effect of managers is poor.Based on the above problems,this paper uses three methods,including benchmarking enterprise research method,corporate strategic culture interpretation,and behavioral event interview method,to construct a four-dimensional model that matches State Grid X Power Supply Company in terms of strategy,mission,vision and culture.Among them,4 dimensions are knowledge literacy,strategic change and innovation,organizational coordination,self-cultivation and other leadership elements,and 14 elements include power professional knowledge,industry management knowledge,general knowledge,strategic foresight,change ability,customer orientation,team building,coordination of subordinates,talent training,departmental cooperation,self-achievement,sense of competence,integrity and honesty,and interpersonal maintenance.At the same time,this paper applies the above 14 elements to the company’s five major links,including recruitment management,training and development,performance management and salary management.
