Urban scenic spots and cities are inseparable and often influence each other. Its protection, development and management are closely related to urban construction and tourism development, and it is a unique type of scenic spot.Urban scenic spots have outstanding social value, and their natural and humanistic attributes determine that their reasonable development is related to their own interests, and plays an important role in promoting urban development.Based on the systematic analysis of the development characteristics of urban scenic spots, this paper believes that "the separation and independent development of Jingcheng" is the key problem in the development of such scenic spots. This phenomenon is manifested by the lack of interaction and cooperation between cities and scenic spots, leading to the relatively isolated development of cities and scenic spots, unable to make full use of their own resources and advantages. In order to solve this problem, this paper puts forward a new mode of interactive development between scenic spot and city: the integrated development mode of Jingcheng. The goal of this model is to guide cities and scenic spots to coordinate the use of their own resources, promote the transformation and development of urban scenic spots, and ultimately rebuild the image of landscape eco-city.Through the implementation of the integrated development model of the city and the city, the interaction and cooperation between the city and the scenic area will be effectively promoted, thus contributing to the sustainable development of the urban scenic area and enhancing the social value.Starting from the basic concept of urban landscape and historic interest area, this paper summarizes the previous research results on relevant issues by referring to relevant literature. It finds that the domestic discussion on the relevant planning of urban landscape and historic interest area is not sufficient, and there are deficiencies in planning research and practical analysis, which are mainly limited to the theoretical method level and lack of practical and effective guidance. This paper systematically analyzes the development history, characteristics of urban scenic spots and their interaction with cities, and deeply analyzes the phenomenon of urban landscape separation and independent development of urban scenic spots under the influence of rapid urbanization. The contradiction between protection and development is prominent; The development of residential area is lack of guidance, destroying the scenery of scenic spots;Lack of supporting facilities, mainly sightseeing; The traffic system is self-contained and has no connection with the urban road network system.Control efficiency is not high, control zone outside the scenic area and other six major problems.Based on the theories of sustainable development, landscape city, synergy theory and urban RBD,and referring to relevant cases, this paper puts forward four coordination strategies: integrated development of Jingcheng, integration of spatial structure;Break single line connection, road network system integration;Docking with territorial space planning, land classification, integration and integration;Demarcation of protected areas, integration of ecological protection and development, etc.,promote the city and scenic spot into a new stage of integrated development of the future Jingcheng. Finally, combining with other planning cases and the practice of Longmen Scenic and Historic Interest Area in Luoyang, feasible strategies for the integrated development of Jingcheng are discussed, and appropriate supplementary adjustments are made to specific strategies in the planning,in order to provide reference for the high-quality development of urban scenic and historic interest area in the new era.
