Problems And Countermeasures Of Government On The Development Of Stone Recycling Economy Industry In Ya’an City

The transformation of resource-based cities is an important direction for China’s urban development,and the contradiction between environmental protection and economic growth is a major headache for the transformation of resource-based cities.Ya’an city,as a mature resource-based city identified by the State Council,has been actively exploring the road of high-quality transformation and development of resource-based cities in recent years.With the new development concept as a guide,it has vigorously developed the stone recycling economy industry,upgraded traditional industries and optimized the productivity layout,striving to achieve economic growth and organic unity of resource utilization and environmental protection.Located in Sichuan,an important province in the production of stone,Ya’an city is known as the“hometown of China stone”,with stone industry has developed into a pillar and special industry there.It initially formed characteristic industrial clusters with complete industrial chain,high degree of aggregation and of specialization.This thesis,with the idea of raising the problem-analyzing the problem-solving the problem,based on the theory of government function,the theory of industrial symbiosis and the theory of cooperative governance,organize and analyze the total output value of stone circular economy above the scale and key enterprise products,output,output value and other data in the past six years on the strength of the literature method,interview method and questionnaire method.It summarizes the development process of stone recycling economy industry in Ya’an city and the favorable conditions of the government in this process,and the development results achieved by Ya’an city.But current government development of the stone recycling economy industry still possesses many problems.This thesis,through the investigation and research on industrial ecological environment and the development of the current situation,finds that a series of issues restrict industrial development,including the government’s poor attention paid to environmental protection,the unclear stone resources base,the insufficient industrial chain extension,the weak ability of scientific technological innovation,the lack of professional talent team and the lagging infrastructure construction.Based on these problems,this thesis analyzes the objective reasons,which are mainly reflected in the ideological understanding,government positioning and management deficiencies,including the obvious contradiction between environmental protection and industrial development,the lack of scientific and standardized management of resource exploitation by the government,the insufficient leading role of government planning,the weak sense of innovation,the imperfect introduction of talents and incentives,and the insufficient preferential industrial investment environment.It also proposes countermeasures for the government to develop the stone recycling economy industry in terms of strengthening environmental protection,accelerating the exploration and development and integration of mining resources,speeding the transformation and upgrading of the industrial structure,enhancing collaborative innovation in industrial development,reinforcing the construction of professional talents and improving the level of circular economy development.
