The flower industry is one of the high value-added industries in the world’s agricultural industry.It is the only agricultural industry that is not subject to quota restrictions in international trade and is the key development direction of global modern agriculture.With the rapid development of my country’s economy and the improvement of people’s living standards for more than 40 years of reform and opening up,the annual consumption of flowers in my country has shown a trend of increasing year by year.In the context of Hainan Province’s clear development of the flower industry as the pillar industry of the province’s tropical characteristic and efficient agriculture,this study selected Banqiao Town,Dongfang City,Hainan Province as the research object,aiming at the low agricultural production efficiency of Banqiao Town and the lack of urban-rural spatial integration The existing problems of high and leading industry development are not clear.According to the existing advantages of Banqiao Town’s policies,location,and natural resources,it is recommended to develop the flower industry into a leading industry in the regional economy,and propose a strategic development positioning based on Hainan,serving the Pearl River Delta,and radiating Southeast Asia.This research focuses on the urban and rural spatial layout of the flower industry.Through the guidance of industrial planning,advance the healthy and sustainable development of the regional economy and promote the stable transformation of the township space.According to the Hainan Flower Industry Development Plan,the current status of Banqiao Town’s flower industry is scattered,single species,backward technology,limited production capacity,and low market influence.Put forward the overall framework of industrial space layout with modern flower industry as the system-"three bases,one center",that is,the intensive and large-scale modern and efficient agricultural production base of the flower industry;integrating flower wholesale,cold chain logistics,storage and freshness Integrated high-efficiency and high-quality flower distribution base;combining flower production,research and research,with new varieties,new technologies,high yield and high-yield flower research and development base;with variety introduction,brand promotion,e-commerce and other functions and pricing power,An influential flower trading center.Combined with the new demands of the flower industry development for township space,under the guidance of the overall planning of the town area,on the premise of not increasing the total amount of construction land,the land use planning and the overall regional structure are adjusted according to the development transformation of the leading industry,Clarify new functional areas,regional centers,development axes,etc.,and propose a multi-center spatial network structure to promote the development of Banqiao Town from the current "one center,two axes,three areas"-based unidirectional development to the flower industry The leading "Three Hearts,Four Axis,Five Zones" diversified development,and the regional connection changed from single isolation to multiple cooperation.At the same time,Banqiao Town will be built into a Hainan Flower Tourism Demonstration Zone,promoting the integration of urban and rural areas,and promoting the coordinated and integrated development of Banqiao Town’s one-two-three industry linkage and the flower industry economy.
