Evaluation And Countermeasures Of Intensive Utilization Of Industrial Land In Counties Of Jinan Cit

Industrial land is an important component of urban and rural construction land and the bearer space of industrial development.Its utilization level is related to the process of urbanization and high-quality industrialization.However,affected by historical factors and realistic conditions,the extensive utilization of industrial land is generally existed in our country,and the problems facing the county industrial land utilization are more prominent compared with the cities.At present,our country enters a new stage of urbanization with county seat as an important carrier,and Jinan City puts forward the idea of "central urban agglomeration developing modern service industry and county key development industry".In the future,the county area will become the key area of industrial development and industrial land agglomeration space in Jinan City,and it is becoming increasingly urgent to improve the level of intensive use of county industrial land.Under the above background,it is of great significance to systematically construct the evaluation system of intensive use of county industrial land,comprehensively understand the level of intensive use of county industrial land in Jinan City,and put forward corresponding countermeasures and suggestions.This thesis follows the internal logic of sorting out the research basis,constructing the evaluation system,empirical evaluation and analysis,and putting forward countermeasures and suggestions.Firstly,it is found that the evaluation of intensive use of industrial land at county level needs to pay more attention to the enterprise scale,understand the characteristics and objectives of county industrial land use,and respond to the policy objectives of intensive use of industrial land.Secondly,the evaluation system of industrial land intensive use at the enterprise scale is constructed,focusing on realizing the suitability and policy responsiveness of the index system at the county level and selecting the appropriate evaluation method.Thirdly,the comprehensive level and single objective level of intensive use of industrial land are evaluated by taking the industrial enterprises above the designated size in the county area under the jurisdiction of Jinan City as the object,and the characteristics of intensive use of industrial land in the county area are analyzed.Finally,according to the problems existing in the county industrial land utilization of Jinan City,the countermeasures and suggestions are put forward.The main conclusions are as follows:(1)The utilization of industrial land at the county level in Jinan City is relatively extensive,50% of the enterprises belong to the low intensive use or extensive use of industrial land,and only 30% of the enterprises have reached the high or high-intensive use of industrial land,and the intensive use level still has a large room for improvement in the future.From the point of view of target scores,the overall performance of space utilization efficiency and ecological benefit is good,the overall economic benefit is not good,and the social benefit is at a low level of equilibrium.The next stage of governance should focus on economic benefit and social benefit.(2)From different perspectives,the intensive use of industrial land at the county level in Jinan City presents rich characteristics: 1)In terms of zoning differences,there is a large gap in the level of intensive use of industrial land in different streets and organized towns within the county.The level of intensive use of industrial land is usually higher in areas with convenient external transportation and good industrial development foundation.2)In terms of spatial distribution,enterprises with high level of intensive use of industrial land within the county are clustered in the park,forming a "core-edge" spatial structure with Shandong Shanghe Economic Development Zone and Pingyin Economic Development Zone as the core,and Yuhuang Industrial Park and Xiaozhi Industrial Park and other county and township industrial parks as the secondary core.3)In terms of industry classification,the average score of intensive use of industrial land in heavy industry enterprises is higher than that in light industry enterprises,and the level of intensive use of industrial land in different industries generally presents an increasing sequence of "labor,resource-capital-technology intensive industries",from low to high,it is divided into raw material manufacturing--consumer goods manufacturing--equipment manufacturing--chemical raw materials and chemical products manufacturing.The "three high and one low" industry is the focus of future optimization and adjustment.4)In terms of enterprise ownership,due to the differences in resource support,production efficiency,innovation ability and policy response,enterprises under different ownership have a large gap in the level of intensive use of industrial land.From low to high,they are collectively owned enterprises,state-owned enterprises,private enterprises,joint-stock enterprises,Hong Kong,Macao and Taiwan enterprises and foreign-invested enterprises.As the main type of county enterprise ownership,private enterprise is the key target of future industrial land utilization.(3)Aiming at the problems existing in the utilization of industrial land at the county level in Jinan City,the reasons leading to the poor level of intensive utilization mainly include scattered spatial layout,backward industrial types,insufficient management level.Using the principle of "reduction,reuse and recycling" as the target of circular economy theory to guide the intensive use of county industrial land.Finally,based on the problem orientation and goal orientation,the thesis puts forward the countermeasures and suggestions for the intensive use of industrial land in the county of Jinan.
