| Health,safety and environment(HSE)management is an important part of international engineering project management and it is accepted by engineering management standard.The application of HSE management mode will effectively solve the problems of low safety level,threat to life and health,and ecological environment destruction in the overseas engineering projects.The "Belt and Road" strategy of high-quality development has put forward new requirements for the implementation of China’s overseas engineering projects,and the current approach of following the domestic production safety management model commonly adopted in China’s overseas projects is not in line with the "Belt and Road" strategy of establishing high-quality projects.The new standards of "hard connectivity","soft connectivity" and "people-to-people connectivity" have been adopted.The promotion of HSE management model in existing international projects will help China’s overseas project contractors to align with international projects and improve the management level of China’s overseas projects.Therefore,how to complete good health,safety and environment(HSE)management in overseas projects has become an important issue.Based on such a background,the literature research method is used to start from the basic concept of HSE management,elaborate the emergence and development of HSE management theory and the research progress of the theory by domestic and foreign scholars,and argue the effectiveness of the application of HSE management mode in the process of overseas engineering management.On this basis,this thesis takes overseas PLHCA projects as the object of research and analysis,and examines and analyses several problems existing in overseas projects.Using research methods such as field surveys and expert interviews,problems such as imperfect management regulations and implementation needs to be strengthened in PLHCA projects are identified.In turn,a targeted improvement plan was designed based on systemic safety theory,Deming PDCA cycle theory and cross-cultural management theory.Based on the HSE model,the implementation plan is designed based on the improvement plan,and safeguards are proposed in terms of system,organisation,subcontractor management,training and standardisation according to the HSE theory,and the effects of the management improvements are compared and analysed.In order to solve the problems of insufficient level of PLHCA project management,high rate of safety accidents and serious environmental pollution.In the face of the dilemma of safety,health and environmental management in overseas projects,the paper hopes to analyse and identify the key management bottlenecks through scientific methods,and propose practical improvement and enhancement solutions based on practice,so as to provide reference for other counterparts participating in the "Belt and Road" overseas projects to expand overseas and ensure the safe and stable operation of overseas projects and the sustainable development of enterprises.It will provide reference for other overseas counterparts involved in "One Belt,One Road" projects to ensure the safe and stable operation of overseas projects and sustainable development of enterprises,so as to enhance the social reputation and market competitiveness of Chinese companies in the overseas environment. |
