The construction of new urbanization is the background of urban renewal.Under the current purpose of "people build cities, people build cities for the people",we should pay more attention to the dominant position of people in urbanization construction and urban renewal. Therefore, the protection and renewal of residential historical and cultural districts should start from the residents’ demand for a better life.We should not only pay attention to the protection of historical and cultural resources, but also pay attention to the improvement of the quality of human settlements. How to realize the "win-win" of material space improvement and cultural resources protection is a problem worthy of study in the process of protection and renewal of residential historical and cultural districts. This paper takes the historical and cultural district of Hehuatang as the research object. To meet the residents’ demand for high-quality life, understand the residents’ views on the protection and renewal of the Hehuatang historical and cultural district through questionnaire survey.Combined with field research, further analyze and study the formation mechanism of current problems such as the aging of material space, the marginalization of social space, and the decline of cultural space.Based on Maslow’s hierarchy of needs theory, this paper constructs the residents’ needs system for the Hehuatang historical and cultural district, divides the needs into four categories:physiological needs, security needs, social needs and self realization needs, and finds out the deep-seated factors that affect the residents’ needs. It mainly analyzes the impact of residents’ own characteristics, residential space and geographical location resources on Residents’ physiological needs, the impact of residential functions, road traffic design and street security management on Residents’ safety needs, the influence of neighborhood familiarity and outdoor space environment on Residents’ social needs, and the influence of sense of belonging and historical and cultural resources on Residents’ self realization needs. Finally, according to the survey conclusion of residents’ needs, combined with the organic renewal theory, public participation theory and the actual development of lotus pond, six protection and renewal strategies are put forward, including the renovation and renewal of building yards, the optimization of street and lane traffic security, the improvement of infrastructure layout, the implantation of public activity space, the improvement of public participation ways and the promotion of the development of cultural industry. The conclusions of this paper are:(1)There are significant spatial differences in material space and social space in the Hehuatang historical and cultural district.(2)The renovation of the Hehuatang lacks the participation of multiple subjects from bottom to top.(3)There is a contradiction between the supply of public cultural space and the demand of residents in the Hehuatang historical and cultural district.
