Research On Risk Management Of PPP Project Of Water Source Construction In City A

Water source construction project is an important part of infrastructure construction in China.At present,China is in the stage of economic downturn,Many local governments are under great financial pressure.In the past,water source construction projects led by local governments have gradually adopted PPP mode.However,under PPP mode,the investment scale of water source project is large,the construction period is long,the income is uncertain,and there are many participants.Risks are characterized by stages,complexity and gradual changes,In order to ensure the smooth implementation of water source construction project in city A,It is necessary to carry out risk identification,risk assessment and risk response for the project,the research method and technical route are analyzed,The basic framework of this paper is constructed.Then it summarizes the definition and types of water source construction project and PPP mode.This paper mainly studies the risk management of PPP project of water source construction project in city A.Firstly,the research background,significance and research status at home and abroad are described,then it summarizes the definition and types of water source construction project and PPP mode,it briefly introduces the implementation process and current situation of PPP project of water source construction project and the basic theory of project risk management.Secondly,it introduces the PPP project of water source construction project in city A,the risk characteristics of the project are analyzed,the risks are classified according to the preparation period,construction period,operation period,transfer period and the whole cycle of the project.This article uses brainstorming to get a preliminary list of risk identification,then questionnaire survey was given to the experts,Finally,the final list of risk identification is obtained after sorting and summarizing.On the basis of risk identification,Analytic Hierarchy Process is used to evaluate the risk of the project,perform comprehensive weight calculation on the identified risks,the four key risks of the project are obtained by using the ABC analysis method.Combined with the practice of PPP project of water source construction project in city A.According to the traceability analysis of key risk factors,specific countermeasures have been formulated for each key risk factor.Finally,in the conclusion part,the government and social capital involved in PPP project of water source project in city A are prospected in risk identification,evaluation and response.The research results of this paper have certain practical significance for the risk management of PPP project of water source construction project in city A,It provides favorable guidance for risk management of PPP project of water source construction project in city A.The effective coping strategies are made for the risks in different stages of the project.At the same time,it also provides reference and guidance for the risk management of PPP projects in other urban areas.
