Municipal road engineering is often a public welfare project invested by the government and takes improving peopleās livelihood as the starting point.Therefore,its construction reflects more peopleās livelihood benefits in addition to the economic benefits that people have paid attention to in the past.However,at present,the research hotspot in the field of municipal road engineering evaluation mainly lies in single benefit evaluation or process evaluation,and there is still a large research vacancy in the field of comprehensive post evaluation of municipal road engineering benefits.Therefore,this thesis proposes to establish the post evaluation model of comprehensive benefits of municipal road engineering.The research results mainly include the following four aspects:(1)Puting forward the concept of "comprehensive benefits of municipal road engineering".Starting from the definition of "benefit",the concept meaning is gradually extended and expanded.According to the research idea of ābenefit--comprehensive benefit--comprehensive benefit of municipal road engineeringā,the concept of "comprehensive benefit of municipal road engineering" is put forward: the compound results obtained after the consumption and transformation of original resources by municipal road engineering construction;(2)Constructing the comprehensive benefit index system of municipal road engineering.According to the selection principle of comprehensive benefit index of municipal road engineering,and combined with the characteristics of comprehensive benefit of municipal road engineering,a three-level index system of comprehensive benefit of municipal road engineering is established.The system includes one highest goal: comprehensive benefit;Four primary indicators: social benefits,economic benefits,environmental benefits and traffic benefits;12 secondary indicators: improve the happiness index of urban residents,reduce energy consumption,increase jobs,increase the competitiveness of urban investment attraction,benefit cost ratio,increase the vitality of surrounding economy,reduce dust pollution,improve urban passenger transport carrying capacity,improve travel comfort,reduce residentsā travel time cost and improve traffic safety;(3)Establishing the post evaluation model of comprehensive benefits of municipal road engineering.This thesis selects triangular fuzzy number and fuzzy comprehensive evaluation method as the main theoretical method of the post evaluation model;In addition,combining the project quality with the project benefit,five evaluation grades and corresponding evaluation standards are established on this basis.Finally,the post evaluation model of comprehensive benefit of municipal road engineering is established based on the theoretical method;(4)Instance application.Taking Beijing L road project as an example,this thesis obtains that the final evaluation result of the road project is "good" according to the principle of maximum membership,which shows that the comprehensive benefits of the road project have reached a good state,in which the social and environmental benefits have reached "good",the traffic benefits are "medium" and the economic benefits are "medium and low".The application results show that the model is scientific,practical and operable.It can provide comprehensive benefit evaluation and analysis for practical projects and provide reference and guidance for the planning and construction of subsequent projects. |
