Municipal roads are an important part of urban transportation infrastructure and an important carrier platform for urban operation,transportation and economic and social development.With the accelerated pace of municipal infrastructure construction,the road network stock tends to be saturated.Under the background of "urban renewal",there is a need to change the direction of municipal road management from "construction well" to "well maintained","well managed" and "well operated",and the market-oriented maintenance model is born in response.In order to fully understand the operation status of Xuzhou municipal road maintenance marketization,find out the problems existing in the process of maintenance marketization,and further improve the effect of marketization maintenance,this paper is guided by the concept of "urban renewal" and road maintenance management theory.The market-oriented practice process of road maintenance and the status quo of operation and management,from the perspectives of the government(funder),maintenance enterprise(contractor),and the public(user),respectively construct the project success assessment and project cost-effectiveness based on the perspective of the main body.Analysis,Project Social Evaluation(HCSI),evaluate the effect of the market-oriented model of municipal road maintenance,enterprise management efficiency,and social satisfaction of transportation services,and summarize the effectiveness and problems of market-oriented operation and management of municipal road maintenance.On this basis,guided by the direction of "smart city",to explore the demand and optimization direction of municipal traffic improvement,and combined with the current market-oriented maintenance of Xuzhou municipal roads,a road facility maintenance management system,a road maintenance decision-making system and a road facility operation and maintenance platform are proposed.The construction concept of CIM(City Information Modeling)puts forward new thinking for further improving and optimizing the market-oriented operation and management mode of urban road maintenance. |
