Research On Performance Evaluation Of Special Financial Funds For A Water Conservancy Projects

With the increasing scale of water conservancy projects,the investment of special financial funds for water conservancy projects is increasing.Therefore,the performance evaluation of special financial funds for water conservancy projects has been highly valued by the government,relevant departments and the public.The existing research mainly focuses on finding the problems existing in the performance evaluation of the special financial funds of water conservancy projects,and at the same time carries on the research of countermeasures,comprehensive benefit evaluation,performance evaluation and so on.Due to the differences among water conservancy projects,the performance evaluation of A water conservancy project’s special financial funds is also special.From the perspective of theoretical and practical significance of the performance evaluation of A water conservancy project special financial funds,this thesis conducts A performance evaluation study on the use and benefits of water conservancy project special financial funds,so as to effectively construct,thus constructing and applying the performance evaluation index system of the special financial funds of water conservancy projects A.This thesis first introduces the background and research significance of the performance evaluation of financial special funds of A water conservancy project,and then through the investigation of domestic and foreign literature,summarizes the current research situation and methods of the performance evaluation of water conservancy special funds.Secondly,the concept of water conservancy project,special financial fund,performance evaluation and other related concepts are introduced,and the relevant theories are elaborated.Then,this thesis combined with the previous research basis,combined with their own practical experience and professional knowledge,pointed out the problems existing in the performance evaluation index system of A water conservancy project special financial funds,and put forward solutions.This thesis constructs four first-level indicators,namely capital input,project management,project output and project benefit,and includes 11 second-level indicators and 23 third-level indicators.Ahp was used to determine the weight of each evaluation index and the consistency was tested.Will draw A set of index weight for the fuzzy comprehensive evaluation method,to evaluate A water conservancy project finance special fund performance,the project performance evaluation results for the "medium",scored 60.20 points,evaluation index of the evaluation results and scores for A water conservancy project finance the use and management of special funds to provide the reference and improvement measures are put forward.Finally,the conclusion and research prospect of this thesis are summarized,which provides a new research idea for the performance evaluation of financial special funds of this kind of water conservancy projects.
