The most influential and extensive natural disaster in China is the flood disaster.The extreme rainstorm flood disaster may cause serious river floods,mountain flood landslides and other disasters,and eventually cause heavy casualties and property losses.Across the country,torrential rain and floods occurred in many areas of China in 2021.As an important part of the urban traffic system,the urban road traffic network plays a very important role in the normal operation of the city,and has an inseparable connection with the development of the city.When the rainstorm and flood disaster occurs,the first thing to be affected is the urban road traffic network.In order to enhance the ability of urban road traffic network against risks,to reduce the risk,a cloud model and TOPSIS model based on G1 and CRITIC,which evaluated the resilience of urban road traffic network.This study first from the disaster prevention resistance,disaster reduction tolerance,disaster resilience three levels to build the urban road traffic network resilience evaluation index system,using the G1 method and CRITIC method to determine the evaluation index of subjective weight and objective weight,then combined with cloud model of urban road traffic network resilience grade evaluation,combined with the TOPSIS theory to calculate the relative proximity and sort accordingly.Finally the above evaluation method is applied to the nine cities in Guizhou province road traffic network,has carried on the example analysis,through the cloud model in Guizhou city road traffic network flood resistance toughness level,using the TOPSIS model for comprehensive evaluation of nine cities in Guizhou province,The road traffic network of Guiyang city has the strongest flood resilience,and the road traffic network of Kaili city is the weakest.This study put the flood toughness focus on the urban road traffic network,established a set of resilience based on urban road traffic network flood toughness evaluation system,according to the evaluation method of the urban road traffic network flood toughness evaluation results consistent with the actual situation,that the evaluation model in the feasibility of flood resilience evaluation and rationality.
