| Water is indispensable to human in the process of production and activity of natural resources,however,the limited water resources requires that we do not excessive prodigal in use process.The Yangtze River Economic Belt is an important area,the industrial development of our country and industry has been China’s second big water users,each year industrial water demand is huge.Therefore,it is necessary to study the use of industrial water in the Yangtze River Economic Belt.This paper selects the relevant data of industrial water use in provinces and cities in the Yangtze River Economic Belt from 2005 to 2020 to study the efficiency and rebound effect of industrial water use in the Yangtze River Economic Belt.Firstly,the status quo of water resources and industrial water in the Yangtze River Economic Belt is analyzed.Secondly,the three-stage Super-SBM model and Malmquist method were used to calculate and analyze the static and dynamic industrial water use efficiency of the Yangtze River Economic Belt.Then,the rebound effect of industrial water use in the Yangtze River Economic Belt is further studied through the industrial water use efficiency,and whether the industrial water use will rebound under the technological progress is analyzed.Finally,some relevant policy suggestions are put forward according to the research conclusions.The results show that:(1)the Yangtze River Economic Belt is rich in water resources,but there are differences among provinces and cities.The consumption of industrial water is relatively stable,but the proportion of industrial water in the whole country has been increasing since 2014.(2)The static industrial water use efficiency of the Yangtze River Economic Belt declined slowly before 2017,and then kept improving.The efficiency ranking among all regions is: downstream > upstream > middle stream.Only Yunnan and Jiangxi provinces have the average industrial water use efficiency reached the effective state,and there is a gap among provinces and cities.(3)After 2011,the fluctuation range of dynamic industrial water use efficiency in the Yangtze River Economic Belt was small and basically greater than 1.The ranking among different regions was: downstream > upstream > middle stream.The higher efficiency value was1.044 in Shanghai,while the lower efficiency value was 0.940 in Yunnan.(4)The rebound effect of industrial water consumption in the Yangtze River Economic Belt appears with technological progress.The rebound ranking among different regions is:downstream > middle stream > upstream.The rebound values of industrial water consumption in Shanghai and Guizhou are 0.625 and 0.444,respectively.In order to improve the efficiency of industrial water use and reduce the waste of industrial water use,the following suggestions are put forward: rationally adjust the industrial layout and optimize the industrial internal structure;Perfect the industrial water policy,perfect the supervision system;A new pricing mechanism for industrial water will be established and tiered pricing will be strictly implemented;While constantly improving the "soft technology",we should also focus on the "hard technology" reform;Strengthen industrial water-saving publicity,enhance the awareness of industrial enterprises to save. |
