Considering that the discrepancies in water resources availability at different regions is obvious, the selection of appropriate approach for reasonable regulation of water resources is a major issue to be solved in China at the present stages.Shandong Province is one of the important provinces in the east of China, and the shortage of water resources has been affecting Shandong Province for a long time, thus restricting the national economy and social developments. This study adopted Shandong Province as the study area; "water efficiency of constraint red lines" is used as the limiting condition. Based on data envelopment analysis theory, the Malmquist index is adopted to analyze the water use efficiency of Shandong Province. Firstly, the data envelopment analysis is applied to analyze the overall water use efficiency of Shandong Province, and then Malmquist index based on data envelopment analysis is used to analyze the performance of water efficiency in 17 urban in Shandong province in 2011 and 2012. Subsequently, due to the Malmquist index, analysis of time-series data of the 17 urban in Shandong province from 2003 to 2012. Lastly, Malmquist index is made use of to analyze dynamic changes of water use efficiency of Shandong Province from the point of view of time and space angle.The results indicate that the overall water use efficiency of Shandong Province is generally not high in the time sequence. Advance in technology is the dominant factor restraining water use efficiency for the 17 urban in Shandong province. Total factor productivity development is not balanced in 17 urban in Shandong province, so the regional characteristics should be fully exerted in order to strengthen regional cooperation. Optimizing the industrial structure is the only way to improve water efficiency. Water efficiency in coastal cities in Shandong province was significantly higher than the inland cities, while water efficiency of eastern areas was higher than both central and western areas, the lowest in central areas. |
