At this stage,various parties have different understandings of the PPP project model,and have not formed an effective mechanism in construction organization,communication and coordination,risk sharing and other aspects.The research on contract budget management of PPP project is usually only analyzed from the angle of theory,but there are few explanations on the concrete problems and solutions of the project.Where the project company safeguards its own rights and interests and transfers its own responsibilities and obligations as unconditionally as possible to the general contractor for construction,if the budget problem of PPP project contract related to general contractor is big and can not be solved properly,it will face great risk in the process of follow-up project settlement and government audit.In this paper,the key issues of contract budget of PPP project in municipal pipe network are taken as the research object,through the combination of domestic and foreign literature,based on the double roles of the shareholders and the construction parties of the general contractor,the problems are analyzed from the angle of view of the general contractor.The cooperation period of PPP project is long,the participants are many and the boundary conditions are complex.The conclusion that the problems of PPP project are inevitable is obtained by citing incomplete contract theory.Based on the case studies of 5 municipal pipeline PPP projects,this paper summarizes 7 aspects and 24 problem points related to the general contractor.Through the risk degree analysis method,using the case question summary Analysis,the quota base price analysis,the reference document and so on,the four key problems are summarized qualitatively and quantitatively in the aspects of construction procedure handling,technology and quota,geological matching,cooperation of all parties involved in project construction and intersection of the third party property right units.Taking a municipal pipe network PPP project as a specific case,"build first,check later" mode is adopted to solve the problems in the handling of construction permit,quota dispute adjudication and bid inquiry method to resolve the quota shortage and dispute issues,project management manual issued by the Project Company clarifies the Management Authority of all parties and strengthens the cooperation of all parties in the work process,the project company’s lead parties and the property right units have reasonable grounds for the communication expenses to be accounted into the total investment,etc.,the solution of the key problem is explained.Through the study of this paper,we have a more intuitive understanding of the specific problems in the contract budget management under the mode of PPP project in the municipal pipe network,and have a clearer solution to the key problems,which can lead to more reasonable contract terms,and improve the efficiency of its implementation. |
