In the process of China’s economic and social development,energy consumption is increasingly serious,especially in the electricity consumption is particularly obvious.In order to further enhance the economic and social development of the support,China continues to increase the power development support.It can be clearly seen from the 12th Five-Year Plan of The State Grid Group that during this stage,the State Grid invested a large amount of funds in the development of power infrastructure facilities,and the amount of investment increased to 900 billion yuan on a large scale.With the approach of the 13th Five-Year Plan,China’s economic development speed will further strengthen,and from the perspective of the development of the power industry,the acceleration of economic development speed,the demand for electricity will further improve.In order to meet the needs of economic development,the country’s power grids are constantly optimizing their own systems and expanding efforts.From the perspective of power system,substation is the key node in the whole power supply system,which undertakes the function of power distribution.Therefore,the implementation of cost control for substation construction is also a very critical work in the control of power infrastructure cost.At the present stage,when conducting cost control for substation projects in China,due to the lack of awareness of the whole process control,we usually only grasp one of the links,such as the construction cost,but in fact,we cannot control the total cost as a whole.In addition,the substation project is highly professional,difficult and easy to be affected by the outside world.Therefore,when the substation construction project is controlled,the cost control of the project must be implemented from the perspective of the whole process,and the reasonable connection of each stage must be carried out.In this paper,the ST 220kV substation new project is selected as the research object.Under the background of increasing investment in power construction,the research issues and significance are proposed.Then it collects,summarizes and analyzes the theory of cost control and the related theoretical literature of cost control methods,and comprehensively comments on the research results.Then,based on the actual case of the new ST 220kV substation project of LC Company,through the interview with the professional engineers and directors of relevant departments,combined with the field survey,we learned the current situation and existing problems of the cost management of LC Company’s substation project,and divided the problems according to different stages of the project to study the causes of the problems.Finally,the problems raised are solved one by one,and the key points of cost control and control measures in each stage of the project are figured out respectively.The control measures in the decision-making stage and design stage mainly include strict calculation and determination of construction scale,comparison and selection of station site schemes,quota design,three-level review and control,construction drawing meeting and third-party review of budget documents;The implementation stage is divided into bidding and construction to control the cost The main measures are to shorten the time difference between the approval of budget estimate and the completion of equipment bidding,improve the bidding management system,actively carry out on-site technical disclosure by designers,strictly implement the design change approval system,establish the design change assessment system and strengthen the quality and price recognition management of materials and equipment;The cost management mode of LC company’s new substation project was optimized,and the earned value analysis method was used to check the effect in the construction stage.The inspection results showed that although there was a temporary cost overrun at a certain stage,it was corrected in time through corrective measures,and the final project cost was controlled within the expected cost.
