Research On Performance Evaluation Of Tongding Expressway PPP Project During Construction Period

As an important node province of "One Belt and One Road" Initiative,the demand of transportation between regions in Gansu province is increasing day by day,and the construction of highway in Gansu province has entered a new stage.PPP model is an important means to solve the lack of government investment in highway construction.Performance evaluation of all parties in this model is of great significance to the project benefit statistics and evaluation and promote the benign development of the project.As the most critical stage in the whole life cycle of A PPP expressway project,comprehensive assessment and evaluation of the performance of the construction period can effectively control the project construction cost and schedule indicators.However,the relevant documents and research results for the performance evaluation of expressway PPP project construction cycle are insufficient in terms of project integrity and industry pertinence,and a relatively complete,targeted and operable performance evaluation mechanism of PPP project based on the perspective of a third party has not been formed.This paper takes Tongding Expressway PPP project in Gansu Province as an example,focuses on the construction method of performance evaluation index system of expressway PPP project construction period,and adopts entropy weight fuzzy matter-element analysis method to evaluate the performance of its construction project construction period.The main research work is as follows:1)Conduct theoretical research on PPP project performance evaluation,and analyze the key factors and main links of PPP project performance evaluation.Information intelligence analysis software was used to sort out and deeply analyze the existing literature on PPP model application,project performance evaluation and PPP project performance evaluation index,and to summarize the algorithm characteristics and existing problems of the existing research results.This paper explains the main connotations of basic theories such as stakeholder theory and performance management theory based on which PPP project performance evaluation is based,and briefly analyzes relevant data analysis methods.2)Study the construction method of expressway PPP project performance evaluation system,and form a performance evaluation model based on entropy weight fuzzy matter element analysisLiterature analysis method,field investigation method,policy association method and expert interview method are adopted to analyze the status,interest relationship,responsibility and obligation of all parties in the expressway PPP project,and set first-level evaluation indicators,namely dimension level,second-level evaluation indicators,namely target level and third-level evaluation indicators,namely measure level.To identify,screen and classify indicators at each level,4 first-level evaluation indicators,14 second-level evaluation indicators and 41 third-level evaluation indicators are extracted,forming a three-level evaluation system that can be used for project performance evaluation.According to the characteristics of the evaluation system,the evaluation indicators from different dimensions such as control management,project finance,sustainable development and stakeholders are analyzed,and the project performance evaluation model based on entropy-fuzzy matter-element analysis is constructed.3)Based on the performance evaluation model based on entropy weight fuzzy matter-element analysis,the performance evaluation of Tongding expressway PPP project during construction period was carried outTaking the Tongding expressway PPP project as the research object,the evaluation factor set is established in combination with the constructed evaluation model,and the evaluation standard of the evaluation index is clarified,providing the scoring basis for the expert evaluation.The expert grading method was used to construct the evaluation set and the value set.By using entropy weight method and combining with the characteristics of expressway PPP project,the weight set of each level index is evaluated and the weight set of target allocation is established.Based on the established performance evaluation model based on entropy weight fuzzy matter-element analysis,the performance of Tongding expressway PPP project in the construction period was evaluated,and the performance evaluation result was "good".Verified with example analysis object-tong highway PPP project performance evaluation of construction level,proved that the index system has good practicability,and the use of entropy,the fuzzy matter-element analysis combined with this paper constructed the performance evaluation index system can reflect real,objective project performance,evaluation mechanism is more realistic.At the same time,the paper also in gansu local highway of problems existing in the performance evaluation of the PPP project construction,and this paper constructed the evaluation system of index weight influence coefficient top measure indicators,from the government subsidy standards for reasonable,enhance the satisfaction of the project,making scientific pricing mechanism,optimizing the pay mechanism four aspects,Put forward targeted suggestions and improvement measures.
