With the process of reform and opening up and the construction of the “One Belt,One Road” national strategy,the development of general contracting of construction projects in China is still in an important strategic period,but China’s construction industry is still large but not strong,the organization of engineering construction is backward,and the level of architectural design needs to be improved.The engineering risk prevention system is still not paid attention to,and quality safety accidents occur from time to time,especially in the engineering design stage.A series of design changes will increase a lot of unpredictable engineering costs.Therefore,risk research in the engineering design stage has become very important and necessary.EPC(Design-Procurement-Construction)is a general project contracting mode often adopted in our country.Although it can reduce the total cost of the project and improve the investment efficiency,there are still great project risks.In the design stage,the point where the owner and the general contractor can cooperate to minimize the risks of both parties is awaiting our research and discussion.In this paper,the risk assessment model combined with combinatorial weighting and TOPSIS method is adopted to comprehensively evaluate the risks of both parties when the general contractor enters from different time nodes in the design stage of EPC mode,which is conducive to better control of the risks faced by both parties.First of all,through a large number of relevant theoretical and basic literatures,the owners and general contractors respectively list the risk factors they face in the conceptual design,preliminary design,and detailed design stages of the EPC model.There are a total of 6first-level indicators and 39 second-level indicators.Secondly,choose a scientific and reasonable combination weighting method and TOPSIS method to construct a risk evaluation model,combine specific actual cases,adopt the form of questionnaire distribution,and invite experts and scholars such as construction units,construction units and school teachers to score and model data Through analysis,the total amount of risk of the owner and the general contractor in different design stages is finally obtained,and the influence of the risk factors of the owner and the general contractor in different design stages is also obtained.Finally,according to the obtained results,the different stages The owner and the general contractor put forward appropriate risk-causing strategies to improve the risk resistance of the project.This paper identifies the risk factors that appear in the three stages of EPC engineering design,clarifies the scope of risk responsibility,and controls in advance to reduce the cost of the owner and the general contractor in the design stage;at the same time,the analysis results can provide the owner and the contractor.The supplier provides a clear reference value for risk quantification,which provides a basis for mutual cooperation between the two parties.
