The 13 th five-year plan is a decisive state in the battle against poverty and building a moderately prosperous society in all respects.To reduce poverty in rural areas in China,the Chinese Party Central Committee and the State Council announced to relocate the poor as new projects.The project of "relocating the poor" refers to transferring the poor people who live in remote areas and harsh environment to a place suitable for living through the support of state policies,which is conducive to helping the poor people to start their own business or find the job,raising the level of income and the quality of life,and achieving an early eradication of poverty.However,due to the tight timeline,strong policy and arduous task of the relocation project,it is a complex construction project.Most of the projects have the phenomena of cost overruns,time delay and cost management confusion,which is too hard to use the funds useful and completing the project.In this paper,the case based on the project of "relocating the poor" of Taoyuan county.This project undertaken by Hunan Construction Engineering Group Co.,Ltd..Now the project is in completion and settlement stage.The actual cost exceeds the planned cost by about 30%,and the actual completion time is half a year later than the planned completion time.Throughout project cost management analysis,the facts of unreasonable standard,exceeded cost than planned one,and inconsistent construction schedule comparing to cost control were revealed.The causes of problems above are more than lack of ideal construction environment of poverty alleviation relation project.The scattered construction sites and large difference in conditions also contributed to the problems mentioned above.Furthermore,slow return of project funds along with high standards of project constructions could not benefit the situation.Lastly,lack of clarity among project weakened the guidance.Based on this,this paper puts forward the optimal countermeasures of cost control of poverty alleviation relocation project.Making good site selection and survey,using target cost management method to determine project target cost,and providing scientific cost control standards.Using the theory of earned value method and responsibility cost management,this paper introduces a cause of deviation with effective measures to rectify deviation,and completing cost examination mechanism,participation degree of the staff cost control.On this basis,from the perspective of the working enterprises to improve the cost management awareness,improve the cost management information system.From the perspective of the construction enterprises to promote the centralized procurement of the government,the establishment of external supervision mechanism and other aspects of the optimization scheme put forward safeguards.On this basis,this research paper concludes ways to improve cost management awareness,cost management information system,and other aspects of optimizing programs to provide security measures.The conclusion of this paper is helpful to realize the management goal of controllable cost,to raise the effectiveness of project progress with high standard quality of relocation projects,and to ensure the successful completion of political tasks for working enterprise. |
