At present,the civil aviation industry is seriously affected by the epidemic,the market demand has dropped sharply,the difficulty of airline operations has increased,and the needs of passengers have become personalized and diversified.Selecting the core business links with weak operation and poor passenger satisfaction,and carrying out process reengineering,in order to improve the operational efficiency and passenger satisfaction of Airline A,and improve the competitiveness,it is the survival needs under the current situation,and it is also to meet the "fourteenth".The needs of high-quality development of civil aviation during the five-year period.Based on the value chain theory,this paper firstly sorts out the value chain of Airline A and finds the main activities in the value chain.Then apply the theory of process reengineering to reengineer the departure control business with poor passenger satisfaction according to the steps of process analysis,process diagnosis,new process design and implementation.Including through questionnaire survey and actual research to understand the current situation and business difficulties of the departure control business process of the base,stationed terminal,unmanned station,three different stations,combined with the business flow chart and the passenger complaint cases accepted by the product service department to find out There are problems with the process.Aiming at the problems of complicated business process,insufficient coordination ability and loose connection of each link in the value chain existing in the current departure control business,the ESIA principle is used for reengineering.Based on the new generation flight control system,global ground flight support platform and operation peripheral system,it is proposed to change the decentralized departure control mode to centralized control,and extend to the upstream and downstream links of value activities.To ensure the smooth implementation of the new process by improving the organizational structure,optimizing and innovating information technology,strengthening personnel training and corporate culture re-engineering.The reengineering was carried out in three stages in a gradual manner,and the departure control business process was continuously optimized and managed,so that Airline A’s departure control business remained flexible and efficient.It provides theoretical support and feasible solutions for A airline to gain competitive advantage in the cruel market environment.
