In recent years,the overall global economic development has slowed down,and the COVID-19 has further dragged it down.The market environment in which Chinese companies operate has undergone major changes.In order to stimulate domestic economic development,my country’s economic policies have begun to shift more towards internal circulation and develop towards high quality.State-owned enterprises have always been an important pillar of China’s economic development.Based on the multi-level needs of the market environment,my country launched a three-year action plan for the reform of state-owned enterprises in 2020,which has put forward new standards and new requirements for state-owned enterprises from the inside out.Therefore,in order to further develop and grow under the new situation,and thus improve the core competitiveness of enterprises,it is necessary for state-owned enterprises to establish a scientific and reasonable performance evaluation system,in order to cope with the increasingly complex living environment from the perspective of enterprise strategy.The infrastructure industry to which construction enterprises belong play an important role in the development of the national economy.Performance evaluation is an important part of the internal control and financial management system of the enterprise.Efficiency has a significant effect on improving and further promotes the sustainable development of enterprises.Therefore,how to reform the current performance evaluation system of construction enterprises,innovate performance evaluation methods,and reduce business risks,has become an urgent problem for construction enterprises to solve.This thesis selects the representative state-owned highway engineering construction enterprise of I province—B highway engineering company as the research object.First of all,according to the environment of company B and its own actual situation,to understand the status quo of performance evaluation of company B,it is found that company B has problems such as incomplete performance evaluation system design,single method,mere formality,etc.,and analyzes the main reasons for its performance evaluation problems.Including unclear positioning,lack of institutional guarantee and traditional organizational form that is not conducive to communication,in-depth discussion of the necessity and application basis of Company B’s improvement of the performance evaluation system,on this basis,the balanced scorecard and key performance indicator theory are combined,Starting from the four aspects of customers,finance,internal process,learning and growth,the company analyzes the company’s business strategy,constructs and redesigns the performance evaluation system of company B,and analyzes and selects the key incentive factors of company B in various aspects.Layer decomposition,and gradually form department and employee-level key performance appraisal indicators.The AHP method is used to give weights to the indicators of the newly established "BSC+ KPI" performance evaluation system;according to the newly constructed performance evaluation system and the determined weights of each indicator,the fuzzy comprehensive evaluation method is used to comprehensively evaluate the performance of Company B to test the new performance.The applicability of building a performance evaluation system.Finally,it puts forward the safeguarding suggestions for B company to implement the new performance evaluation system.It is hoped that it can help Company B to improve the current performance management situation,improve the efficiency and level of performance management,and also hope to benefit other road construction enterprises. |
