Spatial Evolution Of Rural Settlement In Northeast Plain Under Policy Orientation

Since the reform and opening up,the No.1 central document has been focusing on agriculture,rural areas and farmers for 18 consecutive years,gradually becoming a proper term for agriculture,rural areas and farmers.Under the impact of policy,rural areas have broken the inherent development model,and have ushered in innovation opportunities as well as great challenges.As an important base of grain production in China,rural northeast China is a region that cannot be ignored in the pattern of economic development.However,due to the lack of resource advantages and regional characteristics,the development of economic construction is lagging behind,and the internal development is in practical difficulties such as inappropriate and unbalanced.Therefore,how to improve the rural situation in northeast China according to its own agricultural characteristics under the guidance of policies is an urgent problem to be solved.This paper is supported by the National Natural Science Foundation of China(no.52078094)and the 13 th Five-Year National Key RESEARCH and Development Program.In this paper,we systematically analyze the impact of policies on rural settlement space in northeast China Plain.Previous scholars paid little attention to rural areas in northeast China,and their perspectives mostly focused on suburban villages,landscape villages and historical ethnic villages.There were few studies on agriculture-dominated villages without geographical,environmental and cultural advantages.Therefore,this paper takes the northeast Plain agricultural area as the research object,combines the relevant theoretical research of public policy and sociology,adopts the method of combining qualitative and quantitative,and develops according to the logical thinking of "policy theory analysis--evolution law summary--correlation mechanism deduction".First of all,based on the theory of public policy and policy documents,this paper classifies the contents of rural policies diachronic,and summarizes the evolution trend of the contents of rural policies.And then explore the dynamic change of rural policy system,rural policy implementation path and optimization method,and carry on conceptual analysis and interpretation of rural policy.Secondly,based on relevant research methods of geography and statistics,background research was conducted on the meaning,spatial scope and environmental characteristics of the agricultural areas in the Northeast Plain.Through sorting out rural titles,typical villages in the region were selected as empirical samples to analyze the spatial evolution rules of settlements and residential areas.In terms of settlements,the historical image data obtained by Google Map are presented in vector form.Through comparative analysis and data sorting,the evolution trend of scale,form,structure and internal material elements of rural settlements in the agricultural areas of northeast Plain is systematically summarized.In terms of housing,field research and data mapping were carried out on homesteads in different periods to summarize the form,scale,material and function evolution of internal and external spatial elements of courtyards and residential buildings in different periods.Finally,on the basis of the above research,an explanatory framework was constructed for the impact of policies on the evolution of settlement space,and the evolutionary effects of different types of policies on rural space in the northeast Plain were summarized.Furthermore,an evaluation index is established based on rural settlement elements,and an evaluation system of rural policy benefits is constructed by using analytic hierarchy process to comprehensively score the policy implementation effects,explore possible deviations and problems in the implementation process of policies,and form an effective policy accurate feedback.From two aspects of system process and detail construction,it provides strategic advice for the integration of policies and rural areas and lays a scientific basis for the decision-making of the route of rural construction and development.
