The Impact Of Government Action On Chinese Regional Energy Efficiency

In recent 40 years,China has created a miracle of rapid economic development,which has attracted the attention of the world.However,at the same time,it has brought about problems such as resource exhaustion and serious environmental pollution.In order to realize the common development of economy and environment,China must realize the transformation of economic development model.In order to build an ecological civilization,we should ensure economic growth at the same time,reduce China’s energy consumption,which requires us to improve China’s energy efficiency.In addition,China has diverse terrain and vast territory,and there are huge differences between different regions in economic development,geographical environment and other aspects.Therefore,when improving China’s energy efficiency,we need to make a case-by-case analysis and put forward targeted solutions according to the characteristics of different regions.As a visible hand in the market,Chinese government has been playing the role of maintaining market order and coordinating resource allocation.In the process of improving energy efficiency in China,the influence of government action on energy efficiency should not be ignored.To sum up,it is necessary to study the impact of government actions on regional energy efficiency in China.Based on the existing theoretical basis and research ideas,this thesis analyzes the impact of different types of government actions on energy efficiency in different regions of China.FIRSt of all,this thesis deeply analyzes the mechanism of government behavior affecting energy efficiency.In this thesis,government behavior is divided into fiscal policy and monetary policy,and related proxy variables are introduced to represent the different ways of government behavior,so as to analyze the impact of different forms of government behavior on energy efficiency.Secondly,this thesis uses the data envelopment analysis method as the energy efficiency measurement method,and uses the general panel regression model and panel threshold regression model for further research.It overcomes the onesidedness of previous single-factor energy efficiency measurement methods and makes the research results more convincing.Finally,this thesis divides China into three regions according to geographical factors,and uses general panel regression method and panel threshold regression method to conduct a detailed study on provincial administrative units in these regions,in order to explore the specific impact of different forms of government behavior on energy efficiency in different regions.The results show that:(1)The regional energy efficiency of China presents a significant trend of high in the east and low in the west,and the energy efficiency of the central region of China can be improved by increasing the investment in the central region;(2)Government subsidies in China’s fiscal policy can not improve the energy efficiency of the eastern coastal areas,but can inhibit the improvement of energy efficiency,but it has a significant improvement effect on the energy efficiency of the western regions of China;(3)The collection of sewage charges in fiscal policy has no obvious effect on the improvement of energy efficiency in economically developed areas,but it can significantly improve the energy efficiency in western China;(4)Monetary policy will have different impacts on energy efficiency in different regions of China,so the consequences should be carefully considered when making monetary policy;(5)As the improvement of marketization degree which affects the effect of monetary policy does not significantly improve China’s energy efficiency,we should strengthen the construction of China’s market economy,so that the market can give full play to its function.
