| Environmental protection and modern development is one of the most important issues in the world today.How to make use of energy to develop efficiently and at the same time to minimize the harm to the homeland is an important pursuit of human beings.Thus,in the transportation industry,new energy vehicles came into being.China began to develop new energy vehicles at the beginning of the 21 st century,which has opened a development gap with major countries in the world.Therefore,in order to lead the new energy and industrial revolution,China has increased subsidies to the new energy industry in order to achieve overtaking in the new energy automobile industry.This thesis takes the government subsidy of new energy vehicles as the research object,takes the financial performance of government subsidy of new energy vehicles and the utilization rate of government subsidy funds as the evaluation content,and expounds the performance evaluation of government subsidy of new energy vehicles from the perspective of input and output by financial index analysis and data envelopment analysis.This thesis refers to the domestic and foreign research literature on government subsidies for new energy vehicles.In the process of summarizing the relationship between government subsidies and the development of new energy vehicles,this thesis makes clear the connotation of the research object of government subsidies,then carries out the analysis on the promotion of government subsidies to the development of new energy vehicles,and sorts out the relevant subsidy policies in the development of new energy.On this basis,this thesis proposes a performance evaluation system of government subsidies for new energy vehicles.Taking the input and output of government subsidies of new energy vehicles as the evaluation content,this thesis proposes the use of financial index evaluation and data envelopment evaluation to solve the problems of subsidy financial performance and capital utilization.Taking Jianghuai as an example,in the evaluation and analysis,the selected Jianghuai,as one of the main enterprises of domestic new energy automobiles,was also a cheated subsidy enterprise.Therefore,the evaluation and analysis based on this case has certain representativeness.From the perspective of profits,the research and development and production of new energy vehicles are still in the rising stage,and the new energy vehicle business of Jianghuai is still in a state of loss.From the perspective of cash flow,especially after 2017,the subsidy funds of that year cannot be recorded in the current year,which significantly affects the cash flow of JAC.From the perspective of financial indicator system,the current profitability of Jianghuai auto’s new energy vehicle business is relatively weak,but the subsidy funds can significantly affect the development and operation capacity of Jianghuai auto’s new energy vehicle business.From the perspective of the industry,the subsidy scale of JAC is in the forefront of the whole industry,but the scale efficiency and production and operation efficiency are at a low level in the industry.In addition,government subsidies for new energy vehicles also provide certain industrial support for new energy-related industries and cultivate consumers’ awareness of environmental protection and new energy consumption.Based on the previous research,this thesis puts forward the following contributions.First,this thesis is different from previous scholars who take all the contents involved in the accounting subject of government subsidy as the research object.This thesis focuses on a specific government subsidy in many subsidy policies of new energy vehicles,which can be quantified and compared with the same industry.Second,in the process of case study,this thesis separates the new energy automobile business from the traditional automobile enterprises by special indicators for separate performance evaluation analysis.In this way,the scope of the case study was narrowed and the content of the study was specified.Thirdly,this thesis takes input-output as the starting point for analysis and research,and proposes a suitable performance evaluation method for this thesis.Combining financial analysis method and data envelopment method,this thesis conducts quantitative analysis on the research object from the financial and non-financial perspectives,and conducts performance evaluation research with the financial performance of government subsidies and capital utilization rate as the innovation points of the research.It is hoped that these ideas can provide reference in accounting for the subsequent policy making and research.In addition,due to the "subsidy cheating" problem of new energy vehicles,this thesis divides the time node with the date of rectification proposed by relevant departments for the "subsidy cheating" enterprises,and compares the policy changes,performance evaluation of enterprises and their influences before and after the time node. |
