The construction industry is a typical labor-intensive service industry.It is a pillar industry of economic development in various regions of China and solves the employment problem of a large number of rural population.In the process of rapid development of the construction industry,the stratification between the management of construction companies and the labor service layer is widespread,while the domestic labor subcontracting market is developing slowly.There is an unregulated transaction in the labor outsourcing of construction companies,which affects project construction quality and operation safety.It laid a hidden danger for the long-term and stable development of China’s construction industry.This article starts from the perspective of building general contracting companies,takes HJ company as an example,analyzes the problems in its labor outsourcing management,and systematically analyzes and discusses it in order to improve China’s construction companies.Labor service outsourcing management efficiency provides reference and help.This article first sorts out the research results in related fields at home and abroad from the perspectives of labor subcontracting companies,labor contract companies,labor subcontracting markets,and government and labor personnel.It provides a perspective for analyzing HJ’s labor outsourcing management issues,and then uses labor division,transaction costs,The theory of entrusted agency and process incentives sums up the existence of non-standard labor outsourcing contracts in the labor outsourcing management of HJ,the incompleteness of the labor outsourcing management system,the unreasonable access criteria for labor outsourcing units,and the inadequate quality and safety supervision of labor outsourcing operations.Afterwards,we analyzed the reasons for this,and then proposed the optimization of the company’s labor service outsourcing three-tier management responsibilities,the improvement of labor subcontracting unit capacity assessment and access standards,the strengthening of labor subcontract management,the strengthening of labor subcontracting process management,and the effective improvement of labor services.The quality of management personnel and service personnel,etc.Suggestions and safeguard measures.This study finds that the market cultivation of the contractors in the labor contracting market in the domestic construction industry is very weak.HJ Company should establish a subcontracting company based on existing strengths of the company to absorb outstanding contractors in the labor subcontracting market to guide existing ones.The standardized labor subcontracting team is transformed into a formal labor subcontracting company.Through the company’s own effective labor outsourcing contracts and process management,it is the only way to enhance HJ’s core competitiveness in the future.
