| With the continuous enhancement of urbanization and industrialization,the environmental problem brought by the past only economic theory development mode is more and more serious.With a population of more than 100 million,the Beijing-Tianjin-Hebei region is the third pole of China’s economic growth and has been hailed as China’s most promising metropolitan area in the 21 st century.However,the rapid growth of economic aggregate has not only brought people a rich life,but also caused the deterioration of regional ecological environment.In the face of prominent environmental problems in the Beijing-Tianjin-Hebei region,the government of the region has actively taken corresponding environmental management measures.Therefore,this paper takes the attention of the government of the Beijing-Tianjin-Hebei region to environmental governance as a research perspective,and further analyzes whether the government of the Beijing-Tianjin-Hebei region can improve the environmental quality of the region by increasing its attention to and emphasis on environmental governance.Firstly,this paper reviews the research results of environmental governance attention at home and abroad,defines the concept of environmental governance attention,and uses the theory of public governance and agenda setting to construct the context of this paper.Secondly,the government work report of Beijing,Tianjin and Hebei Province is integrated to form the government work report of the Beijing-Tianjin-Hebei region.The word frequency function of Nvivo12 is used to analyze the word frequency of the government work report of BeijingTianjin-Hebei region from 2002 to 2020.The change of the government’s attention to environmental governance in the Beijing-Tianjin-Hebei region during the study period is obtained.It is found that from 2002 to 2020,the government’s attention to environmental governance in the Beijing-Tianjin-Hebei region is generally on the rise,but it will fluctuate in a small range under the stimulation of some special events.The attention gap between the government in the economic field and the environmental governance field in the BeijingTianjin-Hebei region is narrowing.The measurement of the environmental governance attention of the government in the Beijing-Tianjin-Hebei region provides a solid theoretical and data basis for further exploring the impact of the government’s environmental governance attention on the environmental quality of the Beijing-Tianjin-Hebei region.Thirdly,STR model is used to analyze the relationship between the government’s environmental governance attention and environmental quality in the Beijing-Tianjin-Hebei region.It is found that the environmental governance attention of the government in the Beijing-Tianjin-Hebei region has different degrees of influence on environmental quality.On the basis of the online relationship,the increased attention of the government of the Beijing-Tianjin-Hebei region to the field of environmental governance will significantly improve the environmental quality of the BeijingTianjin-Hebei region;Based on the nonlinear relationship,the increased environmental attention of the Beijing-Tianjin-Hebei regional government will have different effects.Within the critical value,the improvement of environmental governance attention of the government is conducive to the improvement of environmental quality.Beyond the critical value,the change of the government’s attention on environmental governance is not conducive to the improvement of environmental quality.Finally,the allocation of environmental governance attention of the government in the Beijing-Tianjin-Hebei region was optimized,and a policy system was established to optimize the environmental quality of the Beijing-Tianjin-Hebei region from two aspects: maintaining the stability of the government’s environmental governance attention and optimizing the parallel allocation of environmental governance attention of the government in the Beijing-Tianjin-Hebei region,emphasizing the environmental governance responsibility of enterprises and strengthening the public’s environmental participation. |
