As international trade continues to flow between countries, the import and export of different types of commodities is becoming more frequent. With the rapid development of offshore oil exploration, energy development, and other industries, the volume of dangerous chemicals and other goods transported by water transport has also increased accordingly, and the density of marine traffic has continued to increase. As a carrier for transporting dangerous chemicals, chemical ships are mostly transported in distant seas, where the sea lanes are complex and densely populated by large ships. Moreover, the goods transported by chemical ships are flammable, explosive, corrosive, toxic, environmentally polluting, etc.Once they encounter a dangerous situation, they will cause serious harm to people and property and pose a great threat to the environment.Safety Therefore,it is of great significance to fully consider the rescue capacity of marine rescue resources in distant sea areas and to reasonably plan the marine transportation route of chemical vessels to ensure the safety of chemical marine transportation. This study compares and summarizes relevant domestic and foreign research and presents the problems and shortcomings of existing research.Based on the current situation of domestic and foreign research,it clarifies the content of the study, introduces the concepts and theoretical foundations of marine rescue resources, marine transportation of dangerous chemical cargoes, and marine transportation route planning, and finally determines the influencing factors of marine transportation route planning for chemical ships in this study. This study aims to improve the safety and efficiency of marine transportation of chemical ships from the perspective of ship companies, increase the analysis of marine rescue resources, consider the three influencing factors of marine transportation cost of chemical ships, marine transportation risk, and rescue capacity of marine rescue resources, and establish the target model of marine transportation route planning for chemical ships. The Middle East-Northeast Asia route was selected for the planning of chemical ship transportation routes, and the Indian Ocean was taken as the main study area for analysis.Firstly, the study area was rasterized to obtain 7,200 unit areas, with each unit area centered on an intermediate node, and the relevant data of each unit area was collected;secondly,a genetic algorithm was applied to solve the study problem;and finally, the chemical ship transportation route between Saudi Arabia and Guangdong port was planned. At the same time,a sensitivity analysis is carried out to consider the influence of the speed of marine rescue vessels and the speed of chemical vessels on the planning of the marine transportation route of chemical vessels and to arrive at the economic speed suitable for the navigation of chemical vessels and the speed of rescue vessels to improve the marine rescue capacity,so as to achieve the goal of planning the marine transportation route of chemical vessels. At the same time, the influence of the change in weight of the objective function on the planning of the sea transport route of chemical ships is considered, and the sea transport route of chemical ships under different decision preferences is obtained. In this thesis, the research on the route planning of chemical ship transportation at sea adds the influence factor of marine rescue resources to calculate the degree of rescue in case of ship distress, which is more suitable for the actual situation, and also provides a new research angle for the planning of marine transportation routes for chemical ships, which has certain research value.
