The report of the 19th CPC National Congress explicitly put forward the goal of"cooperating with the land and oceans to coordinate development and speeding up the construction of a marine power,”and once again clarified the clarion call for building a marine power.In the process of building a marine power,the rescue work at sea is the last line of defense to protect life and property at sea.The rational allocation of rescue forces at sea can improve the efficiency and success rate of rescue operations.China's maritime emergency assistance and support work has developed rapidly in recent years and has made rapid progress.However,compared with developed countries,it started relatively late,and there is a wide gap between the rescue mechanism system,rescue equipment and rescue measures.The coastline of our country runs through the north and the south.Differences in geography and climatic conditions and imbalances in the salvation forces have all caused varying degrees of difficulty in assisting people at sea.How to improve the speed and capability of responding to emergencies at sea,shortening the distance and time for rescue forces to reach the scene of distress,and letting them play a more important role under the conditions of limited rescue forces have become the focus of current research.China's helicopter rescue started relatively late.The danger could not be rescued in low visibility conditions or at special weather conditions.Therefore,how to deploy a professional rescue ship reasonably,and be able to complete the commanding decision accurately and quickly when the emergency aid at sea is available,fast and efficient rescue of people at sea is an important issue that needs to be resolved.North China Sea,has a very serious maritime security situation.Based on the above background and based on the background of crisis management theory and marine traffic engineering theory,this paper adopts questionnaire survey method,level-entropy method,0-1 planning operation optimization algorithm and MAPGIS coordinate system transformation and other research methods to use maritime transportation.Several key issues in the deployment of safety professional rescue ships are cut-in points.Taking North China Sea as an example,we have conducted in-depth research on optimal deployment and dispatching decisions for rescue ships in China,and sought to find the optimal deployment and dispatching decision plan for professional rescue ships.In the specific research process,the following aspects will be studied:This article takes the North China Sea as the research object,divides it into grids,and analyzes in detail the factors that affect the safety of the sea area.Through the combination of subjective and objective methods,the elements are screened,the principal component analysis and correlation analysis are used to select the directly observable elements(indicators),and the indispensable elements are selected in combination with the questionnaires,and finally the improved entropy values are used.The combination of method and attribute mathematics method establishes the risk assessment model and calculates the risk grades of 35 grids,and determines the 14 high-risk sea areas in the North China Sea.On this basis,based on the principle of multiple coverage in high-risk sea areas,the 0-1 planning model is used to determine the specific locations of the rescue points for professional rescue ships in North China Sea rescue sea area is now divided into 8 blocks:the Bohai Straits,Qinhuangdao,Dandong.Dalian,Yantai,Tianjin,Rongcheng and Qingdao.This paper selects 8 standby points and is distributed in 8 blocks.The rescue force can cover the entire North Sea.In the sea area,the fastest and most effective relief for dangerous situations in the sea area can be achieved.For high-risk water areas,multiple standby points and multiple types of ship types can be achieved.Using the method of simulation,how to determine the decision-making behavior of a ship from the stand-by point of a professional rescue ship when a dangerous situation occurs.An optimization model and a dynamic simulation model for the combination of dangerous and salvage ships are constructed.The final salvage ship scheduling decision model is obtained through simulation;examples of whether or not the weather conditions are considered under the two conditions are used for case analysis and are determined with the support vector machine model scheduling scheme.The results are compared.The comparison found that:when the number of rescue ships is large,the results obtained from the support vector machine model based on historical data cannot be matched.Therefore,through comparative analysis,it can be seen that the accuracy of the calculation results of the optimization model of this paper is high.Recommendations were promoted at the end based on the existing problems in China's maritime professional rescue system and referring to the advanced experience of developed countries.
