Provincial Industrial Agglomeration And Green Development In China

General Secretary Xi Jinping formally put forward the concept of green development In the Fifth Plenary session of the 18 th CPC Central Committee,this is not only of great value to our country in building a resource-saving and environment-friendly society,but also of profound significance to building a community of human destiny.At present,the environment pollution problem brought by the excessive development of industrial agglomeration and the irrational environment regulation are restraining the green development in our country.In this context,this paper takes industrial green development as a foothold to study the impact of industrial agglomeration on industrial green development under the regulatory effect of environmental regulation.It is of great theoretical and practical significance for the formulation of environmental regulation for improving the quality of industrial agglomeration and accelerating the process of industrial green development.Firstly,the paper summarizes and analyzes the domestic and foreign literature on environmental agglomeration and green development.Secondly,the location entropy method and Super-SBM model are used to measure the industrial agglomeration degree and industrial green development efficiency of 30 provinces,municipalities and autonomous regions(except Tibet,Hong Kong,Macao and Taiwan),and analyzes the current situation and problems of industrial agglomeration and green development of environmental regulation in China and various regions.Finally,based on the agglomeration externality theory,Porter hypothesis and other theories,the framework of the relationship between environmental regulation industrial agglomeration and green development is constructed,and the research hypothesis of this paper is put forward Secondly,the direct effect model and the moderating effect model are constructed to analyze the impact of industrial agglomeration on industrial green development,test whether environmental regulation has moderating effect on the relationship between the two,and analyze whether there is regional heterogeneity in this moderating effect.In addition,corresponding policy suggestions are proposed according to the empirical results.The empirical results of this paper show that:there is an “inverted U-shaped”relationship between industrial agglomeration and green development efficiency,and regional heterogeneity exists under environmental regulation.There is a “U-shaped”relationship between industrial agglomeration and green development efficiency in the central region,an “inverted U-shaped” relationship in the eastern region,and an insignificant relationship in the western region;Environmental regulation has an inhibitory effect on green development efficiency,and there are regional differences.Environmental regulation in the eastern and central regions can promote the green development of industrial enterprises,while environmental regulation policies in the western regions will inhibit the green development of industrial enterprises;Green environmental regulation effect on industrial agglomeration industry development adjustment effect,namely the level of environmental regulation,industrial cluster has different effect on the green development efficiency To sum up,environmental regulation of industrial agglomeration regional differences on the impact of green development,at the same time,green environmental regulation effect on industrial agglomeration industry development adjustment effect.Based on the above analysis and empirical test,the following suggestions are put forward: Support green emerging industries and promote green industrial development;Formulate reasonable policies to optimize the scale of industrial agglomeration;Take measures according to local conditions and play the role of environmental regulation and regulation.Figure [10] Table [11] Reference [98]...
