| The Beijing-Tianjin-Hebei region and surrounding areas are the hot areas of air pollutants and carbon emissions in China,so it is of great significance to evaluate the effect of the policy on coordinated emission reduction of air pollutants and carbon dioxide in this region.The"The Three-Year Action Plan for Winning the Blue Sky Defense Battle(the Three-Year Action Plan)clearly states that industrial restructuring is an important means of collaborative emission reduction of air pollutants and greenhouse gases.To this end,this study uses the Greenhouse Gas and Air Pollution Interactions and Synergies model(GAINS-East Asia)quantitatively evaluate the synergistic emission reduction effects of air pollutants(PM2.5,SO2,NOx)and CO2in Beijing-Tianjin-Hebei and surrounding areas(Beijing,Tianjin,Hebei,Henan,Shandong and Shanxi provinces).With 2015 as the base year,the base scenario and the policy scenario are set up respectively.Under the help of local data,the basic data of the model is verified,and it is found that the model can accurately estimate and predict the primary energy consumption and pollution emission in different regions.The results show that the main source of PM2.5in Beijing-Tianjin-Hebei and surrounding areas is residential burning;industrial combustion,civil combustion and industrial process are the main sources of SO2emission in Beijing-Tianjin-Hebei and surrounding areas.NOxemissions are mainly from transportation,especially heavy-duty diesel vehicles.CO2emissions are mainly from the power sector and the industrial combustion sector.The implementation of the industrial restructuring policy has achieved good results,and the implementation of the policy between 2015 and 2035 will help further significantly improve the emission reduction effect of pollutants.In the policy scenario,compared to 2015,in 2035,the primary emission reductions of PM2.5,SO2,NOxand CO2in Beijing-Tianjin-Hebei and surrounding areas will be 830.2kt(equivalent to 33.4%of 2015 emissions),2268.3kt(48.9%),3283.0kt(48.2%)and 114.7Mt(4.2%),respectively.The regions with greater emission reduction potential are mainly the regions dominated by heavy industry such as Hebei,Henan,Shandong and Shanxi,and the sectors with larger emissions have achieved more obvious emission reduction effects.Based on the above research and the actual situation of Beijing,Tianjin,Hebei,Henan,Shandong and Shanxi provinces,it is suggested that in the future collaborative management of pollution reduction and carbon reduction,industrial structure adjustment should be accelerated,and more efforts should be made to eliminate backward production capacity such as steel,flat glass,cement and coke,so as to further promote the coordinated emission reduction of pollutants and CO2in industrial sectors.Especially in the heavy industry area represented by Hebei. |
