In recent years,the ecological environment-oriented development(EOD)model is gradually becoming an important means of promoting China’s economic development.Its purpose is to achieve the dual goals of sustainable economic development and ecological environmental protection,and promote the coordinated development of urban and rural economies.Especially in urban comprehensive development projects,the EOD model has been widely used and achieved remarkable results.At the same time,the introduction of favorable policies has also provided strong support for the development of the EOD model,enabling it to gain more room for development.However,the EOD model has problems such as high complexity,large capital investment and long investment return period,which greatly discourages the enthusiasm of social capital investment.Therefore,it is very important to carry out effective risk management on EOD projects.Through the risk identification and risk evaluation of the EOD project,all parties can fully understand the risk situation of the EOD project,and formulate scientific and effective risk response measures,thereby improving the success probability and economic benefits of the project.Therefore,it is necessary to establish a risk evaluation system for EOD projects to ensure the long-term development of EOD projects.By collecting,collating and analyzing the research results of EOD models at home and abroad,combined with the actual cases of EOD projects,this study is committed to the research on the construction of EOD project risk evaluation system,specific project risk evaluation and prevention and control measures.First,this study explores the concept of EOD model and risk assessment and their related theories.Second,this study introduces the basic situation and risk characteristics of the J Canal EOD project.Thirdly,this study establishes the EOD project risk evaluation system by analyzing relevant cases and consulting relevant experts,including six first-level risk indicators of operation,construction,financing,environment,law and politics,and 33 risk indicators under it.A secondary risk indicator,and a description of each risk indicator.At the same time,based on the AHP-fuzzy comprehensive evaluation method,the risk evaluation model of EOD project is constructed.Finally,this study takes the J Canal EOD project as an example,conducts a comprehensive risk assessment of the project through case studies,and draws the following conclusions:The J Canal EOD project has relatively high risks.Among the first-level risk indicators: the operational,construction and environmental risks are high,while the financing,legal and political risks are moderate;Among the second-level risk indicators: homogenization of projects,construction cost,water pollution,operation technology,financing cost,natural disasters,contract risk,ineffective government supervision,organization and management,replacement of government officials and financing structure are 11 indicators with high risks or above.Based on the risk assessment results of the J Canal,this study conducts a comprehensive analysis,explores the reasons for the high risk of each index,and put forward corresponding optimization measures and suggestions.This study supplements and improves the existing risk identification and risk evaluation of EOD projects,provides coping methods and prevention and control measures for the risks that EOD projects may face,and further broadens the research direction of EOD models,which is beneficial to domestic publicity and promotion of the EOD model.Thus,the study will promote the smooth landing and development of the EOD project.At the same time,the research results have important practical significance and application value for promoting the sustainable development of EOD mode and strengthening environmental protection.
