Study On Performance Evaluation And Promotion Countermeasures Of ADB Green Ecological Corridor Project On Yangtze River

Making use of international financial organization loans for agricultural project construction,China has played an important role in improving agricultural infrastructure,ensuring national food security and improving ecological carrying capacity.The ADB Yangtze River Green Ecological Corridor Project(referred to as the "ADB Yangtze River Project")is the first project in China to use ADB loans for ecological construction in the river basin,and a major project related to the ecological governance of the Yangtze River Basin and the development of modern agriculture,as well as the benefit of the people,which has produced huge ecological,social and economic benefits for the project implementation area.Currently,the ADB Yangtze River Project has completed three yearly project of construction tasks.On November 15,2022,the ADB Yangtze River Project won the ADB 2021 Best Performance Loan Project Award(the ADB project ’s top award of the year),and the mid-term adjustment of the project was also completed at the end of 2022.Although the ADB Yangtze River project has received much praise,there are still many problems to be solved.Therefore,this paper studies the performance evaluation of the ADB Yangtze River project,analyzes and discusses the actual situation of the ADB Sichuan project area,and puts forward countermeasures and suggestions for improvement.It is not only conducive to the sustainable use of foreign capital to alleviate the current financial difficulties faced by agricultural development,but also can provide theoretical reference and empirical support for China ’s improvement and perfection of the agricultural projects of sustainable development and the construction projects of high-standard farmland,which contained great practical significance and application value.Using the semi-annual monitoring data,which has monitored totally 6 times for now,this paper conducts an empirical study on the performance of the ADB Yangtze River Project area in Sichuan(the "ADB Sichuan Project").Firstly,the index system of performance evaluation is constructed from ecological,social,and economic dimensions,according to the objectives of the ADB Yangtze River Project,and the weight is calculated by entropy method to form a comprehensive model of performance evaluation.Secondly,through three consecutive years of visits in field and household research,303 typical villagers in seven implementation districts and counties of the ADB Sichuan Project were asked one by one,and a total of 1692 valid household questionnaires were collected to conduct empirical research on performance.Thirdly,the poor performance of the ADB Sichuan Project is regarded as an existing problem,and the reasons for that are deeply analyzed.At the end,put forward targeted and promoted countermeasures and suggestions based on the reasons.Performance empirical research shows that:(1)The overall performance level of the ADB Sichuan Project has improved,mainly due to the enhancement of social and ecological benefits;(2)Social benefits are the focus of ADB Sichuan Project,among which,new opportunities of employment,the proportion of employees in filing card households and the mileage of county and township roads have the greatest impact on the score of performence.The mainly existing problems of the ADB Sichuan Project are: the poor effect of double reduction of fertilizer and medicine,and the poor control of soil erosion;the significant gap of social benefits,also as the low percentage of employment practitioners;the low efficiency of agricultural production,and the reduced level of income for partial farmers.Through in-depth analysis of the causes of the problems,the corresponding improvement countermeasures are put forward: reduce the amount of chemical fertilizers and pesticides to meet the standards;promote the combination of soil erosion management effectively;lower the threshold of full-time employment and strengthen the training;two-wheel drived propaganda guides farmers to participate;put the progress of the land right of registration and guarantee in effect;raise the efficiency of reimbursement and allocate foreign investment rationally.
