The inspection and maintenance work safety disclosure and work permit are two efficient ways for businesses to prevent inspection and maintenance work accidents.The alteration of work content,work environment,and tools alters the safety risk of inspection and maintenance work.As a result,effective and special safety disclosure and work permits prior to each inspection and maintenance work can inform the safety risk and control measures,greatly improve worker safety awareness,improve enterprise safety management level,and prevent the occurrence of accidents.However,it has been discovered through practice that most organizations have a number of issues with safety disclosure and work permits for inspection and maintenance work,which are frequently formalistic and irrelevant and fail to have the intended impact on risk management and control.It is necessary to systematically study the safety disclosure and work permit of enterprises,improve the content and form of safety disclosure and work permit of enterprises,and improve the safety management system in order to solve the aforementioned issues,make the safety disclosure and work permit of inspection and maintenance work effective,and reduce the incidence of inspection and maintenance work accidents.Based on the practice of copper smelting enterprises,this paper studies the safety disclosure and work permit requirements for inspection and maintenance work.Firstly,based on the principles of risk management science and system safety engineering,according to the purpose and scope of hazard identification,combined with the characteristics and actual situation of enterprise inspection and maintenance work,the work hazard analysis method is used to systematically identify the hazard sources of inspection and maintenance work,identify safety risks and hazard sources,and evaluate whether the safety risks are acceptable and the existing control measures are effective.Then,on this basis,targeted control measures are formulated to control the risks in an acceptable state so as to establish a "safety risk information database for inspection and maintenance work ".Then,the safety risk evaluation model is constructed by using the risk coupling principle,C-OWA operator weighting,and interaction matrix.The safety risks of inspection and maintenance work are divided into "necessary options for safety disclosure" and "suggestions for safety disclosure ",and the "necessary options for safety disclosure" are highlighted in the safety disclosure.At the same time,according to the SMART principle,the "safety disclosure knowledge base of inspection and maintenance work" is established,which is composed of the safety risk information knowledge base of the inspection and maintenance work environment,the safety risk information knowledge base of inspection and maintenance tools and equipment,the safety risk information knowledge base of special work,and the specific safety risk information knowledge base of inspection and maintenance work.Finally,the copper smelting enterprise inspection and maintenance work safety disclosure and work permit management system is constructed and applied.The research shows that the system realizes the professional and intelligent safety disclosure and work permit of inspection and maintenance work,the standardization and sharing of safety management,and improves the quality of safety management of inspection and maintenance work.The inspection and maintenance work safety disclosure and work permit management system developed by this principle and method is systematic and applicable,and can be used for enterprise learning and promotion.
