With the operation of China-Myanmar crude oil pipeline,it brings energy benefits to both countries.However,as a hazard source,oil and gas itself has potential risks in the operation and management of crude oil pipeline,oil transmission station and equipment.By learning advanced risk management technology of long-distance oil and gas pipeline,this paper evaluates the actual situation of equipment operation and safety production of China-Myanmar crude oil pipeline oil station,and works out the risk assessment and risk management method which would suitable for China-Myanmar crude oil pipeline oil station.In this paper,equipment and facilities,technological process,natural social environment and unsafe behavior of people in the oil transmission station of China-Myanmar crude oil pipeline are taken as the main risk source.Firstly,The HAZOP(Hazard And Operability Study)analysis was used to fully identify the risk factors that may occur in these aspects,and the safety protection measures were proposed;Secondly,risk matrix was constructed on the base of the possibility and severity of risk factors identified,and risk factors with relatively high risk degree were taken as accident scenarios;Then,the Layer Of Protection Analysis(LOPA)method is used to evaluate the risk of the accident scene,that is,semi-quantitative analysis is introduced on the basis of qualitative analysis,and the risk probability of unmitigated events is evaluated through each event of the accident scene,and the independent protective layer is added and its failure probability is evaluated,and the residual risk probability of mitigating event is obtained;Finally,the safety integrity level is defined by reducing the residual risk probability of events in order to reduce the risk to an acceptable range.Through HAZOP-LOPA risk evaluation method of the main oil pipeline station risk assessment analysis,not only more accurately and more objectively evaluate the potential risk of the oil station,take by the feasibility of safety protection measures,but also strengthen the integrity of the risk management,summarize and improve the risk management measures,and improve safety management objectives.
