In the era of knowledge economy,talent has become the scarcest resource for enterprises,and the creativity and initiative of talent is the key power source for the innovation and development of modern enterprises.The effectiveness of human resource management directly determines the talent effect and comprehensive market competitiveness of enterprises.With the deepening of China’s market-oriented reform,the state-owned oil product sales enterprises,as energy monopoly,are facing increasing competitive pressure.Although the state-owned oil product sales enterprises have been strengthening reform for years,due to historical reasons,the thinking of big pot rice is serious,and the comprehensive effect of performance appraisal is weak,which can not effectively enhance the enthusiasm and creativity of employees.It has seriously restricted the sustainable and stable development of state-owned refined oil sales enterprises.This paper studies the performance management system of oil product marketing company JK.The company’s current performance management system was surveyed using a questionnaire to gain in-depth knowledge.The reliability and validity of the questionnaire were verified to ensure that the study was feasible and scientific.According to the questionnaire’s statistical analysis of the feedback information,there are several problems with JK’s performance management,including disregard for performance management,unreasonable performance assessment indicators,lack of communication and feedback about performance and non-standard performance management operations.The BSC-KPI performance management method was proposed.This method guarantees comprehensive performance assessment indicators.It also avoids cumbersome performance appraisals and can effectively improve JK’s performance management.In terms of the system design of specific performance assessment indicators,a strategy map was drawn for JK,and a library of performance assessment indicators for JK was built on this basis.As for a detailed indicator design,this paper selected the sales and marketing department as an example of how to design performance assessment indicators for a department and its staff.In addition,implementation suggestions and supportive measures for the performance management system of JK were also systematically proposed,aiming to boost the effectiveness of JK’s performance management and driving its stable,sustainable growth.
