Research On Construction And Application Of Performance Appraising System For YX Chemical Plant Based On Balanced Scorecard

With the acceleration of the strategic restructuring of China’s petrochemical enterprises and the pace of international expansion strategy,China’s petrochemical enterprises are not only affected by the shortage of domestic crude oil and fluctuations in international crude oil prices,but also face fierce competition from similar foreign companies.In view of this,strengthening internal management of domestic petrochemical enterprises is crucial to alleviating these problems faced by petrochemical enterprises and improving the development space of petrochemical enterprises.This paper deeply dissected the implementation status of YX Chemical Plant performance appraisal,analyzed the problems existing in the current performance appraisal method of YX chemical plant,and constructed a more scientific performance appraisal management system based on enterprise development strategic objectives using the balanced scorecard.On the basis of introducing the research background and significance,the research status at home and abroad,the research contents and methods,this paper summarizes the relevant theories of performance evaluation,Balanced Scorecard and strategic management.Introducing the basic situation and operating characteristics of YX Chemical Plant and the existing problems of performance evaluation.Based on the strategic map of YX Chemical Plant,the objective is specifically subdivided into the four dimensions of the balanced scorecard.Combine with the management reality to select the performance appraisal indicators for each dimension.Then use the analytic hierarchy process to determine the weight of each indicator,determine the comprehensive appraisal indicators,and finally builds a balanced scorecard performance evaluation system suitable for YX Chemical Plant.Based on the data of YX Chemical Plant in 2017,applies the balanced scorecard performance appraisal system,analyzes the application effect of the performance appraisal system,and discusses the operation safeguard measures of the performance appraisal system.This paper establishes a scientific and effective performance evaluation system for the YX chemical plant based on the balanced scorecard,which can help to fully understand the business management status of the enterprise and effectively predict and regulate its development trend on this basis,timely detect and diagnose the problems in the business management process,then feed the evaluation results back to the enterprise management,which is conductive to correctly guiding the operation behavior of YX chemical plant,providing a basis for the management and development direction of YX chemical plant,and has certain reference significance for the performance appraisal of the state-owned petrochemical enterprises.
