Study On Factors Influencing The Success Or Failure Of PPP Projects In Rural Ecological Environment

PPP mode has the advantages of efficient operation,attracting excellent social resources,easing government funding constraints and other aspects.It can solve the problems of insufficient investment and financing,backward infrastructure construction and single governance subject in agricultural ecological environment construction to a large extent,and promote the construction of rural ecological civilization.However,from a practical point of view,due to the lack of experience in the operation of rural PPP projects,especially the unstable relationship between the government and the society,the uneven allocation of risks,the difficulty in forming performance assessment indicators and other problems,the effect of the PPP model is restricted.In such circumstances,how to improve the cooperation efficiency and ensure the smooth development of the project has become a key problem in our country’s development of the PPP project.In order to give full play to the role of PPP projects in the governance of rural ecological environment,this paper focuses on the factors affecting the success or failure of rural ecological environment PPP projects,and discusses the optimization countermeasures.Based on literature review and practice review,the research summarizes the influencing factors of PPP projects,which are classified into three categories: government factors,enterprise factors and project management.The analysis model is built by taking environmental uncertainty as the moderating factor.Based on the collected 102 typical cases,the paper first obtains the data through text analysis and other methods,and then adopts logistics regression analysis and hierarchical regression to discuss the impact of three types of factors on the success or failure of PPP projects,as well as the regulatory role of environmental uncertainty.It is found that the government’s professional knowledge and experience,enterprises’ financing capacity,suitable governance mechanism,reasonable risk sharing mechanism and stakeholder participation degree have significant impact on rural ecological and environmental PPP projects.Environmental uncertainty has a negative moderating effect on the impact of corporate financing capacity,appropriate governance mechanism,reasonable risk-sharing mechanism and stakeholder participation degree on PPP projects.In order to better promote the sustainable development of PPP projects in the field of rural ecological environment,the government should enhance its own professional knowledge,establish appropriate governance mechanism and risk sharing mechanism,improve the financing capacity of enterprises,smooth the voice channels of stakeholders,and control the uncertainty of the external environment of the project,so as to promote the better application of PPP projects in the field of rural ecological environment.This study deepens the understanding of the successful path of PPP projects in the field of rural ecology and environment in China.It also expands the research methods on this topic and is a useful complement to existing research.
