The state owned energy enterprises are the important pillar of the economic development of our country and play an irreplaceable role in the economic development of our country.With the deepening of reform,the organizational structure adjustment of state-owned energy enterprises is also going on.However,at the stage of reform deepening and upgrading,stateowned energy enterprises still have problems such as shortage of human resources,low utilization rate of human resources and serious brain drain.Therefore,it is of great significance to study the human resource management of state-owned energy enterprises.In this thesis,Sinopec Shandong Petroleum Company,a typical representative of stateowned energy enterprises,is selected as the research object.The case analysis method,literature research method,questionnaire survey and other research methods are used to analyze the current situation and existing problems of its human resource management,and the optimization plan and safeguard measures are proposed.The main content of this thesis includes three aspects:(1)Overview of relevant theories.This thesis mainly discusses the related concepts of human resource management and the optimization theory of human resource management.(2)Current situation and problems of human resource management of Sinopec Shandong Branch.This thesis mainly analyzes the introduction,organizational structure and staffing of Sinopec Shandong Branch.The present situation of human resource management in Sinopec Shandong Branch is analyzed from the perspectives of human resource planning,recruitment and allocation,training and development,performance management and salary management.Using the method of questionnaire to understand the satisfaction of human resource management,and summarize and analyze its problems and reasons;Finally,the author puts forward the demand of human resource management optimization in Shandong Petroleum Branch of Sinopec from the internal and external environment.(3)Human resource management optimization scheme design and safeguard measures for Shandong Petroleum Branch of Sinopec.This thesis mainly puts forward the goal,concept and specific plan of human resource management optimization of Sinopec Shandong Branch,and puts forward safeguard measures from the perspectives of organization,system,personnel and culture.Through the research,this thesis mainly draws the following conclusions:(1)There are six problems in the human resource management of Sinopec Shandong Branch,including imperfect human resource planning,lack of job analysis,imperfect recruitment process,imperfect employee training system,unreasonable performance appraisal system,and lack of competitiveness and fairness in salary and welfare.The main reasons for the problems include:the organization is not perfect,the management system is not perfect,the human resource management personnel lack of professionalism,the corporate culture is not sound.(2)The human resources of Sinopec Shandong Branch should be optimized from six aspects:establishment of human resources planning,improvement of work analysis,improvement of enterprise recruitment,improvement of training system,improvement of performance appraisal,optimization of salary and welfare. |
